When a permit is required
Permit triggers and exempt work for Orange
Orange's posted permit-exemption sheets state that any owner or authorized agent intending to construct, enlarge, alter, repair, move, demolish, or change occupancy of a building or structure, or install, alter, repair, remove, convert, or replace regulated electrical, gas, mechanical, or plumbing systems, must first apply for and obtain the required permit from the building official unless a listed exemption applies.
- Exempt One-story detached accessory structures up to 120 square feet
- Exempt Fences not over 7 feet high
- Exempt Retaining walls not over 4 feet high, subject to surcharge caveats
- Exempt Water tanks on grade up to 5,000 gallons, subject to height-to-width ratio limits
- Exempt Sidewalks and driveways, with CBC accessibility and below-grade caveats where applicable
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Certain prefabricated swimming pools less than 24 inches deep
- Exempt Swings and other playground equipment accessory to qualifying dwellings
- Exempt Certain window awnings that do not require additional support
- Exempt Detached decks up to 200 square feet that are not more than 30 inches above grade, not attached to a dwelling, and do not serve the required exit door
- Exempt Minor electrical repair work and certain low-voltage or temporary decorative lighting items
- Exempt Portable gas, mechanical, and cooling/heating appliances, and limited minor-part replacements that do not alter approval or create unsafe conditions
Note: Orange's posted residential and commercial exemption sheets are based on 2019 CRC/CBC Section 105. They remain useful screening guides, but applicants should confirm edge cases against the city's currently enforced 2025 California code cycle. The sheets also state that an exemption from permit does not authorize work in violation of the code or any other law or ordinance.

- Building code
- Orange's posted 2025 code FAQ and code announcement state that the city enforces the 2025 California Building Standards Code for over-the-counter permits issued after January 1, 2026 and for projects submitted for plan check after January 1, 2026. The city also states that projects submitted before or on December 23, 2025 were permitted to comply with the 2022 edition during the code transition.
- Permit validity
- Orange's 2025 code FAQ says plan-check applications expire if a permit is not issued within 180 days of initial submittal, with extensions of up to 90 days each on request. For permits issued under the 2022 code cycle before January 1, 2026, Orange says permits expire if work is not commenced within 180 days or is suspended/abandoned for 180 days, with extension requests handled by the Building and Safety Official. Because Orange states it is enforcing the 2025 California Building Standards Code for permit applications submitted on or after January 1, 2026, current permit-expiration rules should be confirmed with the city at intake for 2026-era permits.
- Owner-builder
- Orange posts an `Owner-Builder Letter of Authorization` form and a CSLB owner-builder risk notice. The city form allows a property owner to authorize another person to pull a permit on the owner's behalf and requires the owner to sign under penalty of perjury, with notarization if required.
- Contractor requirements
- Orange's public-facing Building Division pages reviewed do not post a standalone CSLB-license requirement sheet for general permit issuance. The city does require contractors or businesses coming into the city to work to obtain a City of Orange business license, and permit filings may be made by the owner or the owner's authorized agent.
Application process

- 01 Confirm zoning, planning, and site constraints before filing. Orange routes land use and zoning issues through the Planning Division, and some projects may need planning approvals before permit issuance.
- 02 Create a Civic Portal account and add your signature under the `My Profile` tab. The Building Division says all permit applications are accepted only through the Civic Portal.
- 03 Prepare a complete digital submittal package. For residential work, Orange's checklist calls for plans drawn to scale plus project data, site plan, structural details, energy forms, and supporting reports or maps as applicable.
- 04 Upload the application, plans, and supporting documents through the Civic Portal. Mechanical, electrical, and plumbing permit forms are also published for email submission to an assigned permit technician where the city allows that workflow.
- 05 Pay the required review and permit fees. The city publishes separate Building Division fee schedules and also notes that applicable development fees are collected at building permit issuance.
- 06 Respond to plan check comments and upload revisions if required. Orange's posted fee schedule includes supplemental plan check charges after the third review and hourly charges for revisions or alternate methods.
- 07 After approval, obtain permit issuance through the portal and keep the approved plans available on site for inspections.
- 08 Create a portal account and schedule required inspections online. The city states that all inspection timeframes and permit and plan updates are available through the portal.

Orange's development-fee handout says applicable development fees are collected by the Building Division at building permit issuance. That same handout says refunds are only available for permits canceled within 12 months of the payment date.

- Inspections can be scheduled starting at 8:00 a.m. on any business day and up to three business days in advance, subject to availability. The city does not post narrower field arrival windows on the inspection page reviewed.
Typical sequence: Orange publishes a minimum inspection sequence that includes foundations; under-concrete-slab or under-floor; under-floor insulation or slab vapor barrier; rough electrical, plumbing, and heating; framing; energy and insulation; lath and drywall; and final inspection. Additional planning, fire, or public works finals may also be required before building final.
