When a permit is required
Permit triggers and exempt work for Buena Park
With a few minor exceptions, Buena Park requires building permits for structural, electrical, plumbing, heating, and air-conditioning work. Minor work may be issued over the counter; larger projects may require plan check and professionally prepared plans.
- Exempt One-story detached accessory buildings used as tool and storage sheds, playhouses, and similar uses, if the floor area does not exceed 120 square feet
- Exempt Fences of wood, vinyl, or wrought iron not over 6 feet high
- Exempt Oil derricks
- Exempt Movable cases, counters, and partitions not over 5 feet 9 inches high
- Exempt Retaining walls not over 4 feet in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding certain liquids
- Exempt Water tanks supported directly on grade if capacity does not exceed 5,000 gallons and height-to-diameter or width ratio does not exceed 2:1
- Exempt Platforms, walks, and driveways not more than 30 inches above grade and not over a basement or story below
- Exempt Painting, papering, and similar finish work
- Exempt Temporary motion picture, television, and theater stage sets and scenery
- Exempt Window awnings supported by an exterior wall of Group R, Division 3, and Group U occupancies when projecting not more than 54 inches
- Exempt Prefabricated swimming pools accessory to a Group R, Division 3 occupancy when the pool walls are entirely above adjacent grade and capacity does not exceed 5,000 gallons
Note: Buena Park states that even exempt fences must still be reviewed and approved by the Planning Division for zoning compliance. Separate trade, zoning, fire, or other agency approvals may still apply depending on scope.

- Building code
- Buena Park adopted the 2025 California Building, Residential, Mechanical, Plumbing, Electrical, Green Building Standards, Existing Building, Historical Building, and Referenced Standards Codes by Ordinance No. 1764 adopted December 9, 2025. The city website separately warns that code changes took effect January 1, 2026. The Building Permits page also identifies the California Fire Code as administered through OCFA.
- Permit validity
- Buena Park publishes a permit extension request form and charges a $94.00 processing fee for extension requests. The reviewed city pages did not publish a general building permit expiration period in plain text.
- Owner-builder
- A homeowner may obtain a permit for construction, alteration, or repair of a one- or two-family dwelling and related accessory buildings if the owner resides or intends to reside there, performs the work, and signs a statement that no person will be employed so as to trigger workers' compensation laws. The applicant's identity must be verified.
- Contractor requirements
- Permits are issued to duly licensed contractors. Contractors pulling permits online must have the appropriate California state contractor license and an active Buena Park business license. If the contractor has employees, proof of workers' compensation insurance is required at permit issuance; contractors working alone may waive that requirement by showing a pocket copy of the state contractor license.

- 01 Confirm whether the permit type is eligible online. Buena Park only accepts select residential permits online; if the permit type is not listed on the online permit page, the applicant must apply in person.
- 02 Prepare the application package. The city's permit application asks for owner/applicant details, job description, valuation, contractor license information, city business license information, and workers' compensation information. Projects that are not minor in nature may require professionally prepared plans and specifications.
- 03 For plan check projects, contact the Building Division before submittal and submit new plan checks, resubmittals, and revisions in person only at the public counter. The city states it does not accept plans by courier, electronic submission, or mail.
- 04 Submit the permit application either online for eligible permit types or at City Hall for in-person applications. If the project requires OCFA review, submit those plans directly to OCFA.
- 05 Pay fees. Online permit payments must be completed online by credit card or e-check only. In-person applicants who want to pay in person must apply in person rather than through the online permit workflow.
- 06 Respond to plan check comments if applicable, obtain permit issuance, then call for required inspections through the online inspection portal or inspection request line.
- 07 Complete all required inspections and obtain final approval before occupancy or final closeout.
- 08 Processing time estimate if available: Buena Park does not publish a general processing-time estimate on the reviewed pages. The city does state that instant permits for residential solar and energy storage systems are available through Symbium with no wait time for city review.
