When a permit is required
Permit triggers and exempt work for Sutter Creek
The city's published process covers new construction and states permits must be issued before construction. The city also states detached structures require separate permits, and its design standards apply to projects citywide that require a building permit or planning entitlement, including new construction and exterior alterations.
- Exempt One-story detached accessory structures with floor area not exceeding 120 square feet are exempt under the California residential-code exemption carried forward by the state.

- City materials repeatedly reference licensed trade contractors for plumbing, mechanical, and electrical work where the work is not self-performed. All contractors working in Sutter Creek must obtain a city business license before a building permit will be issued to that contractor of record.

Application process

- 01 Confirm whether design review clearance is required before permit issuance; the city states it may be required under the Sutter Creek Design Standards.
- 02 Prepare a complete permit package. The city's building permit process handout calls for three copies of complete construction documents, plus an extra floor plan and site plan, with engineering and energy documents where applicable.
- 03 Submit the application and supporting documents either electronically through the city's Dropbox request link or by mailing or delivering materials to City Hall at 18 Main Street.
- 04 City staff and the Building Official review the application and construction documents; the handout states the permit is issued only after review and approval and before construction starts.
- 05 After permit issuance, schedule required inspections with at least 24 hours' notice by phone or email. The standard inspection window published by the city is Tuesday and Thursday, 1:00 PM to 3:30 PM; other times are by appointment.
- 06 Obtain final inspection and closeout before occupancy or project completion as required by the adopted California codes.
