When a permit is required
Permit triggers and exempt work for Jackson
The city requires a permit for construction, alteration, improvement, demolition, or repair work unless the work falls within the exempt categories listed in CBC 105.2 and related electrical, gas, mechanical, and plumbing exemptions in the city flyer.
- Exempt One-story detached accessory structures such as tool sheds, storage sheds, and playhouses not over 120 square feet.
- Exempt Fences not over 7 feet high.
- Exempt Retaining walls not over 4 feet high, unless supporting surcharge or impounding certain liquids.
- Exempt Water tanks supported directly on grade up to 5,000 gallons with height-to-width ratio not over 2:1.
- Exempt Sidewalks and driveways not more than 30 inches above adjacent grade, not over a basement or story below, and not part of an accessible route.
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work.
- Exempt Prefabricated above-ground pools accessory to Group R-3 occupancies that are less than 24 inches deep and not greater than 5,000 gallons.
- Exempt Swings and playground equipment accessory to detached one- and two-family dwellings.
- Exempt Window awnings in Group R-3 and U occupancies meeting the city flyer limits.
- Exempt Listed minor electrical, gas, mechanical, and plumbing repair exemptions such as portable appliances or equipment, minor part replacement, clearing stoppages, and leak repairs that do not involve replacement or rearrangement of concealed piping or fixtures.
Note: Permit exemptions do not authorize work that violates the code or other laws or ordinances. Separate permits are still required for detached structures larger than 120 square feet.

- The city's 2025 information packet lists the 2022 California Building, Plumbing, Mechanical, Administrative, Housing, Electrical, Historical Building, Fire, Referenced Standards, and Energy Codes, plus listed legacy uniform codes and other prevailing city ordinances and state laws.
- Permit validity
- The permit expires if work does not commence within 180 days or if work is suspended for more than 180 days. After 180 days, plans will be destroyed and a new application, plans, supporting documents, and current fees are required to proceed.
- Owner-builder
- The city requires the owner-builder disclosure package before issuance. Owners acting as owner-builders accept legal and financial responsibility, must verify contractor licensing and workers' compensation status, and may be treated as employers if they hire unlicensed persons for work valued at $500 or more.
- Contractor requirements
- Contractors must provide California contractor license information in the application. The city states contractors are required by law to be licensed and bonded in California, and all contractors working within Jackson must obtain a City of Jackson business license before any building permit is issued.
Application process
Application → plan check → issuance → inspection → final
- 01 Prepare the application with project address, applicant, owner, and contractor information, project description, valuation, signatures, and uploaded files. For new construction, the city's information packet says to provide one copy of complete construction documents plus an extra floor plan and site plan.
- 02 Submit the application through the iWorQ portal. The city building page says the portal is used to submit new building and encroachment applications and to access existing applications.
- 03 City staff reviews the plans. The information packet says non-R-3 and non-U structures must be designed by a California licensed engineer or architect, and other engineered elements must include supporting calculations. Projects in the Historic District may go through Design Review during application and plan review.
- 04 Pay required fees. The fee policy says plan check fees are due at application submission and are non-refundable. The portal allows applicants to check and pay permit fees online.
- 05 After approval, obtain the permit before starting work. The city states the application and construction documents will be reviewed and approved and a building permit issued prior to construction. Contractors working in Jackson must hold a City of Jackson business license before permit issuance.
- 06 Schedule inspections after permit issuance through the portal, by text at (209) 273-7990, by phone at (209) 223-1646 ext. 111, or by email to building@ci.jackson.ca.us. The city requires 24-hour notice.

The portal allows applicants to check and pay permit fees online. The city also publishes an estimate request form because the valuation chart does not show the full permit cost including plan check and state fees.
