When a permit is required
Permit triggers and exempt work for Amador County
Amador County Code Chapter 15.04 adopts the California building and related codes for construction, alteration, moving, demolition, repair, use, change of use, and occupancy of buildings and structures in the county, subject to listed exemptions. The county code also makes separate provisions for grading, temporary power, LPG systems, and emergency repairs.
- Exempt Standard California Building Code Section 105.2 exemptions apply except where Amador County has amended them.
- Exempt Freestanding nonbearing masonry and concrete walls without surcharge not over 4 feet measured from bottom of footings to top of wall.
- Exempt Freestanding nonbearing wood or steel fencing not over 10 feet.
- Exempt Agricultural buildings may be exempt if they satisfy the county's added Appendix C conditions, including parcel-size or Williamson Act eligibility, maximum 10,000 square feet, single-story limitation, and non-habitation and non-processing use restrictions.
- Exempt Grading projects less than 50 cubic yards do not require permit or county notification.
- Exempt Grading related to an onsite wastewater system permitted by the Amador County Environmental Health Department does not require a grading permit.
- Exempt Emergency repair work made necessary by storm, flood, fire, explosion, earthquake, or similar calamity may proceed before permit issuance if the permit application is filed before 5:00 PM of the next business day after work starts.
Note: Exemptions do not authorize work that violates code or other laws. Agricultural-building and grading exemptions come with detailed county conditions, and larger grading projects cannot be split into smaller phases just to claim an exemption.

- Permit validity
- A permit expires if the permit holder does not call for and pass one or more required inspections within 180 days after permit issuance or after the last passed required inspection, whichever is later. Extensions or reinstatements may be granted at the Chief Building Official's discretion on a case-by-case basis.
- Owner-builder
- The county publishes a separate Part II Owner Builder Only form, so owner-builders are expected to use the owner-builder declaration path rather than the contractor declaration form.
- Contractor requirements
- Contractor-led applications should use the Part II Contractor Only form and provide California contractor licensing information as required by state law and the county application package.
Application process
Typical processing: Applications may take about 2 days to 4 weeks before feedback, depending on scope.
- 01 Confirm the project is in unincorporated Amador County and gather the county application forms and project information from the Building Department pages.
- 02 Prepare the submittal package. The county publishes Building Application Part I, separate Part II Contractor Only and Part II Owner Builder Only forms, and supporting brochures such as Sample Plot Plan and residential permit guidance.

- 04 Log in or create a portal account if applying online. The county says a personal email account is required for portal use.
- 05 Wait for staff review and respond to correction requests if issued. The county says feedback may take about 2 days to 4 weeks depending on scope.
- 06 Pay permit fees before permit issuance. The county code states a permit is not valid until prescribed fees are paid.
- 07 After issuance, request inspections by calling the inspection hotline at (209) 223-6423. The county says inspection cards are no longer issued and inspection results are recorded in the portal.

- Building Department business hours are Monday through Friday, 8:00 AM to 5:00 PM. Applications are accepted and permits issued between 8:00 AM and 4:30 PM.
