When a permit is required
Permit triggers and exempt work for Dublin
Dublin Municipal Code 7.28.300 requires a permit before installing, erecting, constructing, enlarging, adding to, altering, repairing, moving, removing, demolishing, converting, occupying, equipping, or improving a building, structure, facility, or electrical/plumbing/mechanical installation, except listed exemptions. The City also says permits are required for most construction and repair work.
- Exempt Fences up to 16 feet if open wire, or up to 8 feet for other fence types
- Exempt Retaining walls up to 3 feet tall if not supporting surcharge, steeper slope, or certain liquids
- Exempt One-story detached tool/storage sheds, playhouses, and similar accessory structures up to 120 square feet
- Exempt One-story animal/agricultural buildings up to 400 square feet for animal housing/feed storage
- Exempt Agricultural buildings on qualifying 20+ acre A-zoned agricultural lots
- Exempt Lath or similar sun-shade structures without a solid roof, up to 10 feet tall and 1,000 square feet
- Exempt Certain awnings at Group R-3 or U occupancies projecting no more than 54 inches and needing no additional support
- Exempt Temporary construction offices/storage sheds on active permitted sites, subject to time limits
- Exempt Detached decks up to 200 square feet, not more than 30 inches above grade, not attached to a dwelling, and not serving the required exit door
- Exempt Tree houses and similar children's play structures
- Exempt Certain flag poles, radio/TV antennas, and small towers
- Exempt Swimming pools, wading pools, and fish ponds up to 18 inches deep
- Exempt Prefabricated pools/spas/hot tubs accessory to Group R-3 occupancy up to 4 feet deep if on grade or slab
- Exempt Painting, papering, floor tile, carpeting, and similar finish work
- Exempt Nonfixed movable counters, racks, and partitions up to 5 feet 9 inches high
- Exempt Water tanks on grade up to 5,000 gallons with limited height-to-width ratio
- Exempt Water storage tanks of any size on grade/slab used only for livestock watering or irrigation
- Exempt Swings and other playground equipment accessory to detached 1- and 2-family dwellings
- Exempt Sidewalks and driveways not more than 30 inches above adjacent grade, not over a basement/story below, and not part of an accessible route
- Exempt Replacement of lamps or connection of portable electrical appliances to permanently installed receptacles
- Exempt Certain nonelectrical signs under the stated size and weight limits
- Exempt Clearing stoppages or repairing leaks in pipes, valves, fittings, or fixtures where no replacement/rearrangement occurs
- Exempt Limited demolition or exploration work tied to a permit application, with prior Building Official approval
- Exempt Small or unimportant work when approved by the Building Official
Note: Dublin expressly requires permits for electrical, plumbing, and mechanical installations even in otherwise exempt structures/work in many cases; permits are required for all new construction and substantial improvements in special flood hazard areas; exemption does not authorize work that violates other laws or zoning rules; emergency repair permit applications must be submitted on the next business day.
- Permit application; project address/legal description; applicant name/address/phone; applicant signature or authorized agent; work description; proposed use/occupancy; valuation; flood-hazard nonconversion agreement if applicable; digital plans/specifications unless paper is authorized; and, when required, engineering calculations, stress diagrams, soil/geologic reports, electrical load calculations, gas/water demand calculations, and a special inspection/testing program.
- Building code
- Dublin states it is currently using the 2025 California Building, Residential, Electrical, Mechanical, Plumbing, Energy, Fire, Existing Building, Green Building Standards, Wildland-Urban Interface, Swimming Pool and Spa, Building Maintenance, Floodplain Management, and Building Administration codes, with Dublin Municipal Code amendments.
- Permit validity
- Issued permits with valuation under $1,000,000 expire 1 year from issuance; permits over $1,000,000 expire 2 years from issuance. Permit applications expire 6 months after plans/specifications have been checked. Permit extensions may be granted in writing for up to 180 days each; application extensions may be granted in writing for up to 90 days each if requested before expiration and justified.
- Owner-builder
- Dublin requires the property owner to sign and return the Owner-Builder Acknowledgment before permit issuance. The form warns that owner-builders assume legal and financial responsibility, may become employers if unlicensed labor is used on jobs of $500 or more, and cannot build single-family homes for sale unless the statutory licensed-contractor conditions are met.
- Contractor requirements
- Dublin's owner-builder form states contractors must be licensed and bonded in California and must list license numbers on permits and contracts. Dublin's over-the-counter permit handout also says the contractor's City of Dublin business license must be current.

Application process
Application → plan check → issuance → inspection → final
- 01 Confirm whether the work needs a permit and whether outside agency approvals are required. Dublin states most construction, repair, electrical, plumbing, and mechanical work needs a permit.
- 02 Create a CSS account and start the permit application online. Dublin's CSS page includes account-creation and application guides.
- 03 Upload the application and required digital submittals. The municipal code requires an application form, property location, applicant contact information, signature, work description, proposed use/occupancy, valuation, and other information reasonably required by the Building Official. Plans are submitted digitally unless the Building Official authorizes paper.
- 04 Upload plans, specifications, and supporting reports if required. Depending on scope, Dublin may require engineering calculations, soil/geologic reports, load and utility demand calculations, and a special inspection program.
- 05 Pay the permit fees through CSS. For some over-the-counter permits, Dublin says fees may also be paid at the building counter, but issuance still occurs through CSS.
- 06 Respond to plan check comments if the project is not eligible for instant or over-the-counter issuance.
- 07 Once approved and issued, print the permit record, approved documents, and inspection record card, keep them on site, and schedule inspections through CSS.
- 08 Obtain final approval before occupying or using the work.
- 09 Processing time estimate if available: Dublin states plan-review permits typically take about 2 to 3 weeks (10 to 15 business days). For over-the-counter residential permits, Dublin says status notification is typically sent within 3 business days, and certain instant permits are issued once submitted and paid.

Fee schedule
Dublin building permit fees
Dublin says fees can be paid through CSS, and some over-the-counter permit fees may also be paid at the building counter. The master fee schedule also lists a 2% technology surcharge on permit cost and a 3% credit card transaction fee where applicable. For T&M applications, additional deposits may be collected and remaining funds are refunded after completion.
