Application Process

  1. Confirm whether the project is eligible for online submission. Galt limits its iWorQ portal to certain permit types such as minor plumbing, water heater replacement, minor mechanical, HVAC replacement, minor electrical, panel replacement or upgrades, minor remodel, window replacement, reroof, and demolition permits.
  2. Prepare the application package. Online permits require a copy of the executed contract, proposal, or estimate at submittal, and plan-check projects require plans and supporting materials such as structural calculations and Title 24 documents when applicable.
  3. Submit the application through iWorQ for eligible permit types or in person or by mail for other projects.
  4. Pay invoiced fees. For online permits, Galt issues an invoice after review and payment is made through the PayRoc link on the invoice. For plan-check projects, plan review fees are due at submittal where required.
  5. Obtain outside clearances if required, including Planning, Public Works, Cosumnes CSD Fire, school district, or Caltrans review depending on scope.
  6. Receive the permit and keep permit documents on site.
  7. Schedule inspections and obtain final approval.

General Requirements

Galt Building Division reviews and issues building, plumbing, mechanical, and electrical permits. Because the City adopts the California building codes through Galt Municipal Code Chapter 15.04, permits are generally required for work regulated by those codes unless exempted. Detached structures require separate permits.

Permit validity
Galt publishes an extension request form and extension fee, but the City pages reviewed do not restate the base expiration rule. Because Galt adopts the California Building Standards Administrative Code and California Residential Code with local amendments, permit expiration appears to follow the state code baseline unless modified by the Building Division.
Building code
Galt Municipal Code Chapter 15.04 currently adopts the 2025 editions of Title 24, including the California Building, Residential, Electrical, Mechanical, Plumbing, Energy, Fire, Existing Building, Green Building Standards, and Reference Standards codes.
Owner-builder
Galt provides an Authorization of Agent to Act on Property Owner's Behalf form for owner-builder permits when the owner designates an agent. The form states the Notice to Property Owner remains the owner personal responsibility.
Contractor requirements
Galt Municipal Code Chapter 15.04 requires every developer, contractor, subcontractor, or other person required to be licensed under California Business and Professions Code Chapter 9 to maintain a valid contractor license and current workers compensation policy on file before permit issuance.

Fees

Minimum permit fee
Building inspection fee starts at $140.87 for valuation under $999, plus a $25.00 CARF surcharge, a $44.00 technology maintenance or program recovery fee, and contractor license tax where applicable.
Plan check fee
Plan review for BMEP is 65% of the BMEP permit fee. Projects with valuation of at least $1,000,000 use an additional formula of 0.0055 per $1 valuation. Additional plan review fees may be charged for incomplete, changed, or deferred submittals.
Permit fee formula
Valuation-based for most BMEP, patio cover, swimming pool, and tenant improvement permits using the adopted fee table. Some permit types are flat fee, such as residential HVAC replacement, residential reroof, water heater, demolition, sign permits, and solar permits.
Reinspection fee
Pre-inspection and or reinspection is $112 per hour with a 1-hour minimum. Code-enforcement reinspection is $112 per reinspection.
Penalty (no permit)
Work started without a permit is charged at 3x permit fee. Permit extension fee is $82.59 and expired permit fees vary by stage passed.

For online permits, payment is made through the PayRoc link included on the City invoice after submittal review.

Work That Does NOT Require a Permit

  • Galt Municipal Code Chapter 15.04 adopts California Building Code Section 105.2 exempted work by reference
  • The detached accessory structure exemption applies only when the structure is also not more than 12 feet at the highest point above adjoining ground level
  • Shade shelters where approved by the Building Official

Important: Because the City adopts the state exemption list by reference and locally amends it, applicants should confirm any claimed exemption with the Building Division before starting work, especially for accessory structures, fences or walls, grading, utility work, and projects that may also trigger planning, fire, or encroachment review.

Inspection hours
Building Division counter hours are Monday through Thursday, 7:30 a.m. to 5:30 p.m., closed Fridays and major holidays.

Typical inspection sequence: Galt addition and remodel inspection guidance lists a typical sequence of forms and footings, shear wall or BWP, rough frame, insulation, drywall or gas test, and final inspection. Permit documents must be kept on site for inspection.
