When a permit is required
Permit triggers and exempt work for Isleton
The City states most new construction, remodeling, repairs, and most electrical, plumbing, mechanical, insulation, reroofing, window and door changes, pools and spas, sheds, decks and patio covers, HVAC, siding, retaining walls, and similar work require permits.
- Exempt One-story detached accessory structures not over 120 square feet
- Exempt Fences not over 7 feet high
- Exempt Retaining walls not over 4 feet high measured from bottom of footing to top of wall, unless supporting a surcharge
- Exempt Sidewalks and driveways
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Prefabricated swimming pools less than 24 inches deep
- Exempt Decks not exceeding 200 square feet, not more than 30 inches above grade, not attached to a dwelling, and not serving the required exit door
Note: The City recommends Planning, Fire Prevention, and Public Works approval even when a building permit is not required, and notes a plot plan may still be required. Fence height can also be further limited on corner lots and near right-of-way obstructions.

- City-published building materials reviewed in March 2026 still reference the 2019 California Building, Residential, Electrical, Plumbing, Mechanical, Fire, Green Building, and Energy Codes, plus FEMA flood-resistant provisions.
- Permit validity
- Plan checks expire 180 days after approval if the permit is not issued, with a one-time extension of up to 180 days if requested before expiration. Issued permits expire if work does not start within 180 days or if work stops for more than 180 days. A permit can remain active if inspections are passed at least every 180 days, up to a maximum of 2 years, unless completed sooner. Expired permits under 1 year may be reinstated; permits expired more than 1 year generally require a new full permit and resubmittal.
- Owner-builder
- Owner-builders assume full responsibility for the job, inspections, compliance, and payment issues. Additional resale, occupancy, and project-count limits apply under the City owner-builder materials.
- Contractor requirements
- A property owner or a California-licensed contractor may obtain permits. City materials state anyone bidding or contracting for work valued at $500 or more must be licensed by CSLB, and contractors with expired licenses are not eligible to submit the live permit form.
Application process
Typical processing: First plan review is usually completed within 2 to 3 weeks from submittal. Over-the-counter review may be available for basic repair and replacement work.
- 01 Confirm zoning and site constraints with the Planning Division before preparing plans, especially for use, setbacks, height, easements, floodplain issues, and historic review on Main Street historic district properties.
- 02 Submit a completed building permit application through the City portal or in person at City Hall with the project description, legal address, owner and applicant details, contractor or design professional information, declarations, valuation, and plans if required.
- 03 Pay pre-plan-check and other applicable submittal fees. The City states plan review fees are due at application submittal.
- 04 The Building Division coordinates concurrent review with City departments and outside agencies or districts.
- 05 Revise and resubmit if corrections are issued.
- 06 After approvals, the owner, licensed contractor, or authorized representative pays remaining fees, signs the permit, and receives the field set of plans and inspection card.
- 07 Construction may start only after permit issuance. Schedule inspections as work progresses and obtain final approval and any required certificate of occupancy before occupancy.
- 08 For Main Street historic district exterior work, obtain a Certificate of Appropriateness in addition to any required building permit before work begins.

Fee schedule
Effective 2020
Plan check fees are payable at application submittal. Final fee amounts are preliminary until review is complete, and staff will call when the permit is ready so the applicant can pay fees, sign the permit, and pick up the approved field set and inspection card.
