When a permit is required
Permit triggers and exempt work for Stowe
Any development, construction, addition, alteration, change of use, accessory structure, demolition, or subdivision within Stowe requires a zoning permit. Commercial development generally also requires DRB site plan review.
- Exempt Routine maintenance and repairs that do not change footprint, structure, or use.
- Exempt Interior alterations that do not affect exterior, use, or dimensional standards.

- No general contractor license in Vermont. Contractors on residential projects over $10,000 must register with the Vermont Secretary of State Office of Professional Regulation.

- 01 Download the Development Application from the Planning and Zoning page at https://www.stowevt.gov/Departments/Planning-Zoning/Apply-for-a-Zoning-Permit.
- 02 Use page 2 of the application or the fee schedule to calculate the applicable permit fee.
- 03 Select and complete the appropriate project checklist (available on the same page) to determine all required materials for your project type.
- 04 Prepare all required documents per the checklist (site plan, elevation drawings, floor plans, etc. for applicable project types).
- 05 Submit the complete application package and fee by email to smcshane@stowevt.gov or deliver in person during office hours.
- 06 The Zoning Administrator will review for completeness and compliance. Administrative zoning permits may be issued directly.
- 07 Projects requiring DRB review (conditional uses, variances, site plan review, historic review, subdivisions) will be scheduled for a DRB hearing. The DRB meets on a regular schedule; contact the office for current calendar.
- 08 DRB decisions must be rendered within 60 days of the final hearing.
- 09 A 30-day appeal period follows any DRB decision.
- 10 After permit issuance and appeal period, post the permit on site and commence work.
- 11 For commercial or multi-family projects, also file a separate state DFS permit application.
- 12 Historic Overlay District projects also require review by the Stowe Historic Preservation Commission (SHPC) prior to DRB hearing.
