When a permit is required
Permit triggers and exempt work for Shaftsbury
All of the following require a permit:
- Exempt Normal maintenance and repair of existing structures without footprint changes.
- Exempt Minor grading and residential landscaping.
- Exempt Agricultural structures on land enrolled in Use Value Program.
- Exempt Contact the Zoning Administrator for a complete current list.
- New buildings and additions (rooms, decks, porches)
- Accessory dwelling units, garages, sheds, carports
- Greenhouses, pools, storage structures
- Curb cuts and driveway changes
- Use changes, major grading, signs
- Subdivisions and boundary line adjustments
- Completed application
- Site plan (scaled, showing lot dimensions, structure footprints, driveway, setbacks, utilities)
- Licensed surveyor's survey (for subdivisions and boundary adjustments)
- Statement of Facts / Bianchi Letter: Available for $25 from the Zoning Administrator.
- Building code
- 2025 Vermont Fire and Building Safety Code (DFS-enforced for public/commercial buildings). Shaftsbury does not maintain a local building inspection agreement with DFS.
- Permit validity
- Vermont standard (180 days to commence; 180-day abandonment rule). State law mandates a 15-day appeal period before work begins.
- Contractor requirements
- Vermont state licenses for electricians and plumbers.
Application process

- 01 Contact Zoning Administrator Carlyn Mickle at zoning@shaftsburyvt.gov or (802) 442-4038, ext. 107 (by appointment, Tues-Thurs 9-1) to discuss your project.
- 02 Download the zoning permit application from https://shaftsburyvt.gov/information/docs-and-forms.php.
- 03 Prepare a required site plan: a scaled, bird's-eye view showing lot dimensions, structure footprints, driveway locations, setbacks, and utility systems.
- 04 For subdivisions and boundary adjustments, a state-licensed surveyor's survey is mandatory.
- 05 Submit completed application with fee. Fees may be paid online at https://shaftsburyvt.gov/information/pay-fees.php.
- 06 Await Zoning Administrator review.
- 07 Vermont's mandatory 15-day appeal period begins after permit approval before construction may commence (abutters may challenge).
- 08 Post permit on job site.
- 09 For public/commercial buildings, also file DFS state construction permit.
