When a permit is required
Permit triggers and exempt work for Manchester
A zoning permit is required in accordance with the Land Use and Development Ordinance (August 2024 revision) before any construction, expansion, change of use, or land development. Call the Zoning Administrator before building or expanding any structure, including sheds, barns, decks, garages, and similar accessory structures.
- Exempt Normal maintenance and repair of existing structures without footprint or use changes (per Vermont statute and local bylaw).
- Exempt Agricultural structures on Use Value Program land (with notification to town).
- Exempt Contact the Zoning Administrator to confirm specific locally exempt activities.
- Key exemption for reconstruction: Property owners reconstructing a damaged or destroyed structure do not pay the application fee if a complete application is filed within 12 months of the damage.

- Site plan (scaled, showing lot lines, setbacks, structure locations, driveways)
- Survey (for subdivisions and boundary adjustments)

- Permit validity
- Vermont standard -- work must commence within 180 days of issuance; lapse if abandoned for 180 days. Confirm current validity with department.
Application process

- 01 Contact the Zoning Administrator at (802) 362-1313, option 3 or p.brabazon@manchester-vt.gov to confirm whether your project requires a zoning permit and to discuss the appropriate application type.
- 02 Download the current Zoning Application from https://manchester-vt.gov/applications.
- 03 Prepare required documents including a site plan, survey (if applicable), and project description.
- 04 Submit completed application with payment to the Planning and Zoning Office at 40 Jeff Williams Way.
- 05 Await review by the Zoning Administrator. If the project requires Development Review Board (DRB) approval (commercial development, variances, conditional uses), the DRB schedule applies.
- 06 Once approved, the 15-day appeal period begins before construction may commence (per Vermont law, abutters may appeal).
- 07 Post zoning permit on job site.
- 08 For commercial/public buildings, also submit a DFS state construction permit application to the Rutland Regional Office.
- 09 Schedule any required inspections with the appropriate authority (DFS for commercial; no local residential inspections office).
