When a permit is required
Permit triggers and exempt work for Eureka
Building permits are required for construction, addition, alteration, structural repair, and change of use within Eureka City limits.
- Exempt One-story detached accessory structures 200 square feet or less (aligned with IRC Section R105.2)
- Exempt Ordinary repairs not involving structural changes
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Fences not over 7 feet high
- Exempt Retaining walls under 4 feet from bottom of footing (not supporting a surcharge)
Note: Excavation or encroachment on public right-of-way always requires a separate excavation/encroachment permit, regardless of building permit status. Any work involving electrical, plumbing, or mechanical systems requires the applicable trade permit regardless of structure size.

- Construction plans (residential: IRC-compliant; commercial: prepared by Utah-licensed engineer or architect)
- Site or plot plan
- Ownership documentation
- Any other documents as specified in the Building Permit Requirements sheet available from the city
- Building code
- Utah statewide 2021 International Building Code (IBC), 2021 International Residential Code (IRC), 2021 International Mechanical Code (IMC), 2021 International Plumbing Code (IPC), 2021 International Energy Conservation Code (IECC), and current National Electrical Code (NEC) under Utah Code Title 15A. Eureka City also adopted local ordinances including provisions from July 19, 2010, Chapter 13.
- Permit validity
- Standard Utah 180-day rule applies (permit becomes null if work does not commence within 180 days, or if suspended for 180 days); confirm with the city for any local amendments.
- Owner-builder
- Utah statewide owner-builder exemption applies. Eureka City registers the owner-builder with DOPL at permit issuance.
- Contractor requirements
- Utah DOPL state contractor license required for work valued at $3,000 or more. Specialty trade contractors must hold applicable Utah licenses.

- 01 Confirm the project is within Eureka City limits.
- 02 Review Eureka City's Building Permit Requirements and Building Permit Procedures documents available on the Building Permits and Inspections page.
- 03 Create an account on Eureka City's online permit portal.
- 04 On the portal, click 'Apply for Residential and Building Permits,' complete all applicable fields describing the project.
- 05 Upload all required supporting documents (plans, ownership documents, etc.) through the online system.
- 06 If the project involves excavation or encroachment on a public right-of-way, separately contact the Permit Coordinator at (435) 433-6915 to schedule a required pre-permit meeting.
- 07 Submit the Excavation/Encroachment Permit Application if applicable (available at https://eureka.utah.gov/documents/52/Excavation_-_Encroachment_Permit_Application.pdf).
- 08 Submit the Application for Services separately to the city office (not uploaded with building permit).
- 09 The city building inspector reviews the application and plans. Respond to any correction requests.
- 10 Pay applicable permit fees upon approval.
- 11 Receive the permit and begin construction. Post the permit on-site.
- 12 Schedule required inspections by contacting Eureka City at (435) 433-6915 or eurekacity@eureka.utah.gov.
- 13 Obtain final inspection and certificate of occupancy before occupying the structure.
