When a permit is required
Permit triggers and exempt work for Boulder
All building projects within Boulder Town limits that require a building permit under Utah code also require prior town approval. Boulder adopted Building and Construction Regulations Ordinance 2024-C (November 2024).

Application process

- 01 Download the applicable application from https://boulder.utah.gov/documents/forms-and-applications/.
- 02 Submit application and all attachments electronically to zoning@boulder.utah.gov. Submissions must be received at least 20 days before the next scheduled Planning Commission meeting.
- 03 The Boulder Town Planning Commission meets on the third Tuesday of each month at the Boulder Town Community Center (351 North 100 East). Conditional Use Permit (CUP) applications and zone-change requests are reviewed by the Planning Commission.
- 04 For projects that comply with all town ordinances and are determined to require a building permit, the Zoning Administrator issues a written notice of project approval.
- 05 Take the town's written project approval notice to the Garfield County Building Department and submit the county building permit application along with plans and all required supporting documents.
- 06 Provide evidence of approved culinary water supply and approved waste disposal.
- 07 Pay building permit fees to the county per the county fee schedule.
- 08 County building permit is issued.
- 09 Schedule inspections with the county building inspector (435-676-1111); two working days advance notice required.
