Permit triggers and exempt work for Kempner

Note: The permit ordinance broadly requires permits for building, structure, swimming pool, moving, and demolition activity before work begins.

Application process
Application → plan check → issuance → inspection → final
- 01 Contact City Hall / the City Manager because the city does not publish a dedicated permit portal or public application form on its website.
- 02 Obtain any required city permit before constructing, erecting, altering, placing, moving, or demolishing a building, structure, or swimming pool within the city.
- 03 Pay the applicable ordinance fee schedule. If work starts before a permit is obtained, the permit fee is doubled.
- 04 If the site is in a regulated floodplain, submit a floodplain development permit application to the Floodplain Administrator on city forms with the required plans and information and the $125 application fee.
- 05 Await city issuance before starting work.
