When a permit is required
Permit triggers and exempt work for Plainview
Permits are required for erection, remodeling, addition, accessory buildings, repairs or replacements, foundation-only work, demolition, swimming pools, decks, windows, carports or garages, and other listed work. Separate plumbing, mechanical, and electrical permit applications must be completed where applicable. Certificates of occupancy are required for business occupancy.

- Permit validity
- The permit becomes null and void if work or construction is suspended or abandoned for a period of 180 days at any time after work is commenced.
- Contractor requirements
- Contractor registration requires copies of current state licenses and state-required minimum liability insurance. Roofers also need a $20,000 surety bond. The $45 registration fee does not apply to state-licensed electricians, plumbers, and mechanical HVAC contractors.

Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the parcel is inside Plainview city limits and identify the zoning and project type.
- 02 Complete the city's Building Permit Application covering residential, commercial, and cell-tower projects.
- 03 Assemble the required submittal package including application, plans, site plan, foundation plan, floor plan, elevations, wall details, and trade plans.
- 04 For commercial projects valued at $50,000 or more, provide TDLR accessibility registration and energy-code compliance documentation.
- 05 If applicable, submit contractor registration materials with copies of state licenses and required liability insurance; roofers also need a $20,000 surety bond.
- 06 Submit the application package and pay applicable fees before permit issuance.
- 07 Call the city at (806) 296-1100 to schedule inspections; inspections called before 7:30 a.m. are completed the same day, calls after 7:30 a.m. are completed the next business day.
- 08 Obtain final inspection approval and, where required, a certificate of occupancy before occupancy or use.
