Permit triggers and exempt work for Gainesville
Permits are required for all residential and commercial new construction, additions, remodels, renovations, changes and additions to structures, accessory buildings, fences, flatwork, and roof replacement or repair over 25 percent of the existing roof.

- Owner-builder
- The exception to contractor registration is for private citizens doing their own work. The city emphasizes owner responsibility to ensure work is permitted.
- Contractor requirements
- All contractors performing permit work must register with the city before obtaining permits. Trade contractors must also provide applicable state licenses. Completed contractor registration application, driver's license copy, and certificate of liability insurance showing $1,000,000 per occurrence and naming the city as certificate holder required.
Application process
Typical processing: Inspections are conducted within 24-48 hours after request, excluding weekends and holidays.
- 01 Determine the permit type and review the city's submittal packet or application page.
- 02 Submit the application, plans, site plan, construction details, trade validations, and any supporting documents through Tyler EnerGov, or print and email or hand-deliver the application to Community Development.
- 03 For commercial work, submit any required asbestos documentation, ADA registration number, and other specialty materials. For floodplain work, submit the floodplain permit materials as applicable.
- 04 Pay fees through the portal or directly with the city.
- 05 Schedule inspections through the portal or by calling Community Development.
- 06 Complete all required inspections and obtain final approval and, where required, the certificate of occupancy.
