All persons desiring a building, electrical, plumbing, mechanical, or foundation permit within the city must apply. No placement, construction, remodeling, or refurbishment may begin before permit issuance.

Note: No public exempt-work list was identified. Homeowner registration exemptions do not remove the need for permits.

Permit validity

Permits are valid for 1 year from issuance. Renewal or extension may not exceed 6 months, and the extension fee is one-half of the original permit fee.

Owner-builder

A homeowner living in the structure may perform alteration or repair work without contractor registration, but permits and all other code requirements still apply.

Contractor requirements

General, plumbing, irrigation, mechanical, and electrical contractors must register with the city and maintain an occupational license.

   Register each contractor with the city and maintain the required occupational license before permit issuance.

   File the permit application with the city secretary.

   Submit one copy each of the property survey, site plan, building plan, and foundation plan, plus any additional copies or supporting items requested by the city secretary or permitting officer.

   Provide proof that the lot complies with city platting requirements and submit trade-license and insurance information as applicable.

   After permitting-officer approval and fee payment, the city secretary issues the permit.

   Obtain required inspections and any certificate of occupancy before use or occupancy.
