Unincorporated Abbeville County

Any structure larger than 200 square feet requires a building permit. All structural work, electrical, plumbing, and mechanical installations require separate permits.

• Exempt Mobile home permit: $5.00 per county ordinance
• Exempt Owner-Builder Exemption available for one-family/two-family personal residences (requires disclosure and Register of Deeds filing)

Note: Mobile home must be 20 years old or newer to be moved into unincorporated Abbeville County. Mobile Home Moving Permit required if relocating within or out of county (issued by Assessor's Office). Exemption void if structure sold or rented within two years of completion.

Owner-builder

Non-licensed owners may build one-family or two-family residences for personal use only. Must file Owner-Builder Disclosure Statement with Register of Deeds. Exemption voided if structure sold or rented within two years of completion.

Contractor requirements

SC Contractor's Licensing Board (SCCLB) license required for commercial work over $10,000 or residential work over $200 (exceptions for owner-builders). Contractors must demonstrate 2 years relevant work experience within past 5 years.
