Note: Kingston does not post a separate local permit-exemption list on its permit page. Pennsylvania UCC exemptions are the best published baseline, including small fences, low retaining walls without surcharge, shallow prefabricated pools, low uncovered decks, qualifying awnings, communications wiring, and ordinary repairs that do not affect structure, egress, or system relocations.

   Determine whether both zoning and building approval are needed; the borough ordinance reminders state zoning permits are needed before structures, signs, and many accessory items are erected, moved, or altered.

   Complete the zoning permit application and, where applicable, the building permit application.

   Submit the required plot plan, owner and applicant details, cost, and supporting documentation.

   Pay the zoning or permit fees at submission.

   Await zoning review and any building or code review by the borough and BHW.

   After issuance, proceed with work and required inspections.
