When a permit is required
Permit triggers and exempt work for Enterprise
A building permit is required for all construction within the City of Enterprise.
- Exempt Nonhabitable detached structures (sheds, garages): less than 200 sq ft AND roof height 15 feet or less
- Exempt Patios, porches, deck covers: 200 sq ft or less AND average roof height 12 feet or less AND 3 feet or more from property line
- Exempt Decks/porches with floor 30 inches or less above adjacent grade
- Exempt Fences: less than 7 feet height (wood, wire, chain link)
- Exempt Concrete sidewalks, slabs, driveways: 30 inches or less above adjacent grade
- Exempt Paint, wallpaper, tile, flooring on existing surfaces
- Exempt Cabinet, countertop, or similar finish work
- Exempt Carpet installation
- Exempt Minor plumbing repairs: sink, toilet, faucet (not concealed in wall), shower head, rain gutters, downspouts
Note: Exemptions are interpreted locally and may vary. Verify with Wallowa County Building Codes and City of Enterprise Planning before assuming work is exempt. Work not meeting ALL parameters of an exemption requires a permit.

- Permit validity
- Permits expire if work is not started within 180 days of issuance, or if work is suspended for 180 days without progress. Extension and reinstatement fees apply if permit lapses.
- Owner-builder
- Homeowners performing their own work are exempt from Oregon CCB licensing requirements but still must obtain building permits for work as required by city code.
- Contractor requirements
- Contractors must hold a current Oregon Construction Contractors Board (CCB) license. Oregon law contains no permit-free residential building exemption; all residential construction requires a building permit and code compliance.

- 04 Wallowa County Building Codes Department reviews application completeness and coordinates with City of Enterprise Planning.
- 05 Structural and commercial projects are routed for plan review.
- 06 Pay plan review fees (charged upon submission of plans; separate from permit fee).
- 07 Respond to any plan review comments and resubmit revised documents if required.
- 08 Pay remaining permit fees and obtain permit issuance before beginning work.
