When a permit is required
Permit triggers and exempt work for John Day
A building permit is required for all new construction and all structural alterations within the City of John Day. Oregon law requires permits for all new residential structures.
- Exempt Non-habitable accessory structures: detached storage sheds, garages, or similar structures; one-story only; less than 200 square feet; less than 15 feet floor to average roof height.
- Exempt Patio, porch & deck covers: not more than 200 square feet; not more than 12 feet average roof height; not closer than 3 feet to property line.
- Exempt Decks: deck floor or platform not more than 30 inches above adjacent grade at any point; must meet setback and construction standards.
- Exempt Fencing: non-permanent fencing (wood, wire mesh, or chain link); less than 7 feet in height.
- Exempt Finish work & minor repairs: paint, paper, tile, or similar finishes on walls, floors, ceilings; carpet, cabinets, countertops, or similar materials; repairs/replacements of sink, toilet, faucet (not concealed in walls), countertops, shower heads, gutters, downspouts.
Note: Any work not meeting ALL parameters of an exemption requires a full building permit.
