When a permit is required
Permit triggers and exempt work for Amherst
Permits are required to build, renovate, install, or replace additions, garages, concrete flatwork, decks, porches, pools, walls, fences, and many other listed residential improvements.

- Permit validity
- Permits are valid for twelve months from the date of issue.
- Owner-builder
- The owner or the owner's authorized representative may certify the submission.
- Contractor requirements
- All contractors and subcontractors working in Amherst must be registered with the Building Department. Required: annual licensing, $100 per individual license, insurance, W-9, and state licenses for applicable OCILB categories.
Application process
Typical processing: Contractor licensing and permits are not processed the same day and applications submitted after 3:30 p.m. are processed the next business day.

- 02 Prepare the residential or nonresidential plan approval application with the required project description, valuation, square footage, and contractor list.
- 03 Assemble the required submittals, including two sets of construction documents, site plan and topo, and trade layouts as applicable.
- 04 Submit the application online in GovWell or to the Amherst Building Department and pay the required fees.
- 05 Wait for review and approval; Amherst notes permit and contractor items are not processed the same day and submissions after 3:30 p.m. are processed the next business day.
- 06 Once the permit is issued, schedule inspections with at least 24 hour notice and complete final approvals.

Payments may be made in person by cash, check, or credit card; by mail with check; or online via the building webpage by credit card or ACH. Credit card payments carry a 2.79 percent service fee and ACH payments carry a $1.00 fee.
