When a permit is required
Permit triggers and exempt work for Jersey City
A construction permit is required for all construction and alterations within the City of Jersey City.
- Exempt Ordinary maintenance (painting, wallpapering, floor covering) without structural or mechanical changes
- Exempt Minor repairs without structural, fire protection, electrical, or plumbing work
- Exempt Temporary structures under 120 sq ft for less than 180 days
- Exempt Fences 6 feet or less in height (except pool barriers)
- Exempt Garden sheds 200 sq ft or less, 10 feet or less in height, with no utility connections
- Exempt Replacement of existing fixtures with equivalent units
- Exempt Repair/replacement of roof covering on detached 1-2 family dwellings
- Exempt Repair/replacement of siding on 1-2 family dwellings
- Exempt Replacement of windows/doors in same opening without structural changes
Note: Even exempt work may require Zoning approval. Confirm with Division of Zoning before proceeding with exempt construction.

- All contractors must be licensed or registered with NJ Division of Consumer Affairs. Jersey City Contractor License required for non-state licensed contractors performing commercial work.

- 01 Obtain Zoning Approval first through Division of Zoning for new construction, additions, and renovations.
- 02 Create an account at jcnj.org/permitportal and submit initial construction permit application.
- 03 Link appropriate technical subcode cards (building, plumbing, electrical, fire, elevator as needed) through 'sub-records' then 'apply'.
- 04 Prepare documentation: owner deed/contract, LLC forms if applicable, Jersey City Contractor License for non-state licensed contractors, electronic copy of plans with architect/design professional certification.
- 05 Submit one set of drawings for initial review; submit two sets if partial releases are requested. All plans and technical forms must be submitted IN PERSON to the Division of the Construction Code Official.
- 06 City staff reviews for completeness and compliance with NJ Uniform Construction Code. Standard plan review is 20 business days.
- 07 Respond to review comments and resubmit revised documents if required. Payment of plan review and permit fees before permit issuance.
