When a permit is required
Permit triggers and exempt work for Hoboken
A construction permit is required for all new construction, additions, alterations, and repairs within the City of Hoboken.
- Exempt Ordinary maintenance (painting, wallpapering, floor covering) without structural or mechanical changes
- Exempt Minor repairs without structural, fire protection, electrical, or plumbing work
- Exempt Temporary structures under 120 sq ft for less than 180 days
- Exempt Fences 6 feet or less in height (except pool barriers)
- Exempt Garden sheds 200 sq ft or less, 10 feet or less in height, with no utility connections
- Exempt Replacement of existing fixtures with equivalent units
- Exempt Repair/replacement of roof covering on detached 1-2 family dwellings
- Exempt Repair/replacement of siding on 1-2 family dwellings
- Exempt Replacement of windows/doors in same opening without structural changes
- Exempt Signs entirely inside premises (not window signs)
- Exempt Traffic control signs meeting DOT standards
- Exempt Governmental/public utility signs
- Exempt Flags (non-commercial)
- Exempt Address signs no larger than 2 sq ft (max 2 per facade, 3 on adjoining facades)
Note: Signs exempt from building permits may still require fire code compliance. Even exempt work may require historic preservation review if in Historic District. Certificate of Zoning Compliance and HPC approval are hard gates for any work.

Application process
Typical processing: 20 business days for standard plan review per NJ UCC; 60 business days for projects with asbestos/lead abatement.
- 01 Historic District Check: If property is in Hoboken Historic District or on designated historic site, obtain prior approval from Hoboken Historic Preservation Commission (HPC). This is a hard gate.
- 02 Zoning Compliance: Obtain Certificate of Zoning Compliance from Zoning Officer. No building can be erected or altered without this certificate AND building permit.
- 03 Schedule Appointment: Call (201) 420-2000 Ext. 1070 to schedule plan drop-off appointment at City Hall.

- 07 Plan Review: Construction Official and subcode officials review for compliance with NJ Uniform Construction Code.
- 08 Permit Issuance: Permit issued upon approval and fee payment.
