When a permit is required
Permit triggers and exempt work for Biloxi
Required for new construction, additions, alterations, demolition, and trade work. The Building Code Checklist (available as a PDF download from the Forms/Permits page) must accompany building permit applications.
- Exempt Minor cosmetic repairs (painting, flooring, cabinet replacement) generally do not require permits under the IBC

- International Building Code (IBC) — edition in effect per state requirements. Biloxi references compliance with the International Building Code at iccsafe.org. Mississippi currently allows adoption of IBC 2012, 2015, or 2018. Confirm current adopted edition with Building Permits at 228-435-6270.

- 01 Download the appropriate building permit application (residential or commercial) from https://biloxi.ms.us/residents/forms-permits/
- 02 Prepare required documents (see General Requirements below).
- 03 Submit completed application and documents in person at 676 Martin Luther King Blvd., Biloxi, MS 39530, during office hours (7:30 AM to 4:30 PM, Monday through Friday).
- 04 Building Plans Examiner reviews plans and application.
- 05 Any corrections or additional information are requested.
- 06 Permit is approved and issued; permit fee is paid.
- 07 Construction begins; permit card must be posted on site.
- 08 Schedule required inspections with the Building Inspections Division.
- 09 Final inspection and certificate of occupancy issued upon satisfactory completion.
