When a permit is required
Permit triggers and exempt work for Needham
A building permit is required for all construction within the Town of Needham.
- Exempt One-story detached accessory structures with floor area 120 square feet or less
- Exempt Fences not exceeding 7 feet in height
- Exempt Retaining walls not more than 4 feet in height (measured from bottom of footing), unless retaining surcharge or impounding liquid
- Exempt Water tanks supported directly on grade, not exceeding 5,000 gallons, with a height-to-diameter ratio of 2:1 or less
- Exempt Sidewalks and driveways not more than 30 inches above adjacent grade and not over any basement or story below
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Residential accessory above-ground swimming pools less than 24 inches deep, less than 5,000 gallons, and not permanently connected to any structure
- Exempt Window awnings supported by an exterior wall projecting no more than 54 inches from the wall
Note: Statewide 780 CMR 105.2 exemptions apply. A plot plan is not required for ordinary interior repairs that are not structural and do not affect building footprint. Conservation Commission review may be required for retaining walls, tree cutting, driveways, and similar work near wetland resource areas. Scenic roads (Charles River Street, South Street, Central Avenue) require Tree Warden approval for tree removal. Contact Building Department for specific questions.

- CSL required for all contractor work; HIC registration required for home improvement contractors. Workers' compensation insurance or exemption affidavit required with every permit involving a contractor.

Application process
Typical processing: Smaller projects: a few days to one week; larger residential and commercial: 2--4 weeks depending on completeness and scope.
- 01 Create or log into ViewPoint Cloud account at needhamma.viewpointcloud.com.
- 02 Select appropriate permit type (building, electrical, plumbing, gas, street/sidewalk, etc.).
- 03 Complete application: job address, project description, estimated construction cost, contractor and license information.
- 04 Upload all required documents electronically:
- 05 - Plot plan: 5 original certified copies (wet stamped/signed by Massachusetts Registered Land Surveyor); use Town of Needham plot plan form
- 06 - Construction drawings (2 copies; wet stamped for complex designs; engineer's stamp for complex structures)
- 07 - Workers' compensation insurance affidavit
- 08 - Proof of ownership (deed) for new construction
- 09 - Existing structure affidavit (if demolishing)
- 10 - Energy conservation compliance documentation
- 11 - CSL and HIC license documentation (or homeowner exemption)
- 12 Application routes through Building Department, DPW/Engineering, and DPW/Water and Sewer for review.
- 13 Pay fees once application approved.
- 14 Permit issued electronically; print and post on site. Inspections cannot be scheduled and work cannot begin until permit is paid in full.
- 15 Schedule inspections with at least 3 days' advance notice by calling department.
