Permit Authority
The Town of Charlestown issues its own local zoning/building permits as a prerequisite to and in coordination with the Cecil County building permit. The Town has a two-tier permit structure (major and minor) and a Historic District Commission. Permits in the Historic District require Historic District Commission review. Major permit applications are reviewed by the Planning and Zoning Commission at monthly meetings. Cecil County is the building authority and performs inspections.

Application Process
- Classify the project as Major or Minor under the Town permit schedule. Major: new dwellings, garages/sheds, additions, swimming pools, decks/patios/porches, rooftop solar, interior renovations, and demolition. Minor: fences, tree removal, major landscaping, relocation/addition of siding, and relocation/addition of windows or doors.
- Obtain application from Town Hall at 241 Market Street. Required documents include: completed permit application, scaled site plan showing lot lines, setbacks, structure dimensions, and impervious surface calculations, and building drawings.
- Submit application to Town Hall by the Friday before the applicable Planning and Zoning Commission meeting date (for Major permits).
- If the project is in the Historic District, submit to the Historic District Commission first before or simultaneously with Planning and Zoning Commission review.
- Major permit applicants must obtain county permit and utility fees approval as part of preliminary approval before Town final approval is granted.
- Receive Town-issued permit. Pay Town permit fee at time of issuance.
- Apply for the Cecil County building permit via OpenGov at cecilcountymd.portal.opengov.com. Include Town permit approval documentation.
- Pay county fees; keep permit on site.
- Schedule county inspections with 24 hours notice.
