Permit triggers and exempt work for Glen Burnie
County guidance says a building permit is required for a wide range of work, with project-specific determinations by work type. Permits are commonly required for additions, accessory structures, most structural alterations, fireplaces, pools, signs, solar installations, waterproofing, commercial alterations, demolition, and many shoreline-related improvements.
- Exempt Residential patios, though a standard grading plan application may still be required depending on size and disturbed area
- Exempt Detached residential decks less than 200 square feet and under 3 feet high, if outside the Critical Area and Bog Contribution Drainage Area
- Exempt Gazebos not over 10 feet high and 150 square feet or less, except permits are required for all gazebos in the Critical Area
- Exempt Replacement of shingles only on a roof
- Exempt Removal of solar panels
- Exempt Removal and reinstallation of solar panels in kind does not require a building permit, but does require an electrical permit
- Exempt Sheds not over 10 feet high and 150 square feet or less, except permits are required for all sheds in the Critical Area

- A permit under which no work is commenced within 1 year after issuance expires.
- Owner-builder
- Homeowners may apply for permits for ordinary repairs or construction on their owner-occupied dwelling. For new homes, a citizen building on their own land for their own use may submit a Landowner Affidavit instead of paying the Home Builder Guaranty Fund fee.
- Contractor requirements
- Separate trade permits are required for mechanical, plumbing, and electrical work and must be performed by tradesmen licensed in Anne Arundel County. County LUN help also states certain state-issued licenses such as HBR, HIC, and sprinkler contractor licenses must be verified and entered by permit-center intake staff.

Typical processing: No single countywide turnaround is published for all permit types. LUN shows an approximate due date in the processing-status screen once the application is in review.
- 01 Use the county 'Do I Need a Permit?' tool to check the work type and identify whether related grading, trade, planning, or right-of-way approvals also apply.
- 02 Gather property information, especially zoning, Critical Area, bog, floodplain, utility, and site conditions.
- 03 Create a Land Use Navigator (LUN) account and choose the correct permit record type.
- 04 Enter contacts and application information, then upload required PDFs.
- 05 Review, certify, and submit the application through the fee cart. A record number is assigned after submission and payment.
- 06 Track review comments and processing status in LUN, then submit revisions if requested.
- 07 After issuance, schedule inspections in LUN and close out all required finals.

Fee schedule
Effective 2026
The county advises applicants to complete an application in LUN to determine project cost. Submission goes through the LUN fee cart. Most new applications must now be filed online.
