- Village adopted Ordinance 25-01 in 2025, updating building code to 2024 International Code Council (ICC) editions, including ICC 2024 editions for construction, residential, fire safety, property maintenance, fuel gas, and electrical; Illinois State Plumbing Code (current); Illinois Accessibility Code (current). Manteno adopted 2024 ICC editions rather than 2021, exceeding the state minimum requirement.

- If contractor is hired, contractor must apply for permit. Homeowner may apply for owner-performed work.
- Contractor requirements
- All contractors working in the Village of Manteno must be licensed by the village. Permits will not be issued until contractor is licensed. Electricians and plumbers must hold IDFPR state licenses.
Application process
Typical processing: Approximately 24 hours
- 01 Determine whether a permit is required by calling (815) 929-4803 or reviewing the building and zoning page.
- 02 Download the building permit application from the village website or pick up at Village Hall.
- 03 If a contractor is performing the work, the contractor must apply for the permit. Contractor must be licensed by the Village of Manteno before permit will be issued.
- 04 Complete the application with project details.
- 05 Submit in person at 98 East Third Street or by email to ynugent@villageofmanteno.com.
- 06 Processing time: approximately 24 hours (call ahead to verify permit is ready).
- 07 Inspections will not be scheduled until permit is picked up and inspection sheet is signed by homeowner or contractor.
