City of Belvidere

A permit is required for fences, swimming pools, garages, roofing, decks, ramps, porches, electrical wiring, siding, windows and doors, remodeling and additions, HVAC systems, plumbing work, basement finishing, driveways, sidewalks, patios, and any new construction. Separate Public Works permits are required for work in the public right-of-way.

• Exempt Minor repairs using like materials that do not affect structural, fire, life safety, or accessibility systems
• Exempt Painting, papering, tiling, carpeting, and similar finish work
• Exempt Cabinet installation (non-structural)
• Exempt Portable structures and small storage sheds below code thresholds
• Exempt Ordinary maintenance and repair

Per Ordinance No. 703H (effective January 1, 2025): 2021 International Building Code (IBC), 2021 International Residential Code (IRC), 2021 International Fire Code (IFC), 2021 International Mechanical Code (IMC), 2021 International Fuel Gas Code (IFGC), 2021 International Existing Building Code (IEBC), 2021 International Energy Conservation Code (IECC), and 2020 National Electrical Code (NEC)

Contractor requirements

No statewide general contractor license in Illinois. Electricians must be licensed through IDFPR. Plumbers must be licensed through IDFPR. Roofing contractors must be registered under the Illinois Roofing Industry Licensing Act. Local contractor registration or insurance requirements may apply; confirm with the building department.

Fees are payable through the iWorQ portal for online submissions; in-person payment options available at City Hall. Fire Department inspection fees are separate: inspections billed at $48/hour; fire alarm plan review $75 (tenant buildout) or $300 (new construction); sprinkler plan review $75 (tenant buildout) or $300 (new construction).

Inspection hours

Monday-Friday, 8:00 AM to 5:00 PM

Typical sequence: Standard sequence: footings (after excavation, before pour), foundation, rough framing (after roof, framing, fire-stopping, draft-stopping, and bracing in place and after rough electrical, plumbing, and mechanical approved), insulation, final inspection. The Fire Department Inspections Bureau also reviews fire safety components.
