When a permit is required
Permit triggers and exempt work for Moscow
A building permit is required for most construction within the City of Moscow. Contact the Building Safety Division to determine if your project requires a permit.
Note: Verify with Moscow Building Safety Division which projects may be exempt from permitting requirements.
- Completed building permit application form
- Two sets of plans drawn to scale and dimensioned
- Site plan showing property lines, setbacks, and easements
- Architectural and foundation plans (if applicable)
- Utility plans (electrical, plumbing, mechanical)
- Proof of contractor registration (for work valued at $2,000 or more)
- Building code
- 2018 International Building Code (IBC), 2018 International Residential Code (IRC), 2018 International Energy Conservation Code (IECC with Idaho amendments, effective January 1, 2021)
- Permit validity
- Permit becomes invalid if work is not commenced within 180 days of issuance. Permit becomes void if work is suspended or abandoned for 180 consecutive days.
- Owner-builder
- Owner-builders must register with the Idaho Contractors Board if the project value exceeds $2,000.
- Contractor requirements
- All contractors performing construction work valued at $2,000 or more must register with the Idaho Contractors Board. Registration requires proof of liability insurance ($300,000 minimum). Electrical, plumbing, and HVAC contractors must hold valid state licenses issued by the Idaho Division of Occupational & Professional Licenses (DOPL).
