When a permit is required
Permit triggers and exempt work for Grand Junction
Required for most construction. Building permits are required for most types of construction. Each separate building, structure, pool, retaining wall, etc. requires a separate permit.
- Exempt Fences under 7 feet tall from grade
- Exempt Retaining walls under 4 feet tall
- Exempt Painting, papering, tiling, carpeting, cabinets, counter tops, and similar finish work
- Exempt Swings and playground equipment
- Exempt Plastic covered crop production shelters where access to the public is prohibited
- Exempt Roofing overlay over a single layer and repairs less than 100 square feet
- Exempt Detached accessory structures up to 120 square feet for residential tool or storage use
- Exempt Sidewalks, driveways, and platforms not more than 30 inches above adjacent grade and not over a basement or story below, if not part of an accessible route
- Exempt Prefabricated above-ground pools accessory to Group R-3 occupancy that are less than 24 inches deep and not greater than 5000 gallons
- Exempt Decks no more than 30 inches above grade at any point

- Mesa County Ordinance 008(D) applies 2024 IBC, 2024 IRC, 2024 IMC, 2024 IEBC, Colorado Plumbing and Fuel Gas Code, NEC, IECC, and Colorado Model Electric Ready and Solar Ready Code. Grand Junction separately administers zoning and development review.
- Permit validity
- Permits become null and void if the project is not commenced and progress verified by an inspector every 180 days.
- Owner-builder
- A residential homeowner may perform electrical and plumbing work; otherwise those trades must be performed by persons licensed by the State of Colorado.
- Contractor requirements
- Grand Junction contractor licensing is required only in Grand Junction city limits, and the program is administered by Mesa County. State electrical and plumbing licensing applies to those trades.

- 01 Confirm whether city planning clearance or development review is required with Grand Junction Community Development.
- 02 Create a Mesa County Customer Portal account, add credentials if needed, and add a signature.
- 03 Start a permit application in the portal, choose the permit type, enter the address or parcel, add contacts, and upload supporting documents such as planning clearance, assessor floor plans, and plan sets.
- 04 Monitor the record for comments and action items from Mesa County and review agencies, then upload revisions or missing items.
- 05 When status changes to approved, pay the applicable fees and obtain permit issuance from Mesa County. Schedule inspections through the portal, by phone, or by text after issuance.
