When a permit is required
Permit triggers and exempt work for Port Hueneme
City guidance routes building plans through Building & Safety review for California Building Code compliance. ADU and JADU projects require full Building & Safety plan-check flow, and replacement of exterior windows and exterior doors requires a building permit.

Application process
Typical processing: First OpenGov building review up to 15 business days; resubmittals up to 10 business days.
- 01 Determine whether the property is in City limits and confirm zoning, typically with the zoning map.
- 02 Submit planning feasibility inputs for projects requiring planning review.
- 03 For ADU or JADU workflows, submit through OpenGov to Planning first so eligible projects can be routed electronically to Building & Safety for plan check.
- 04 During Building & Safety plan check, upload required applications and plan documents. Owner-builder and contractor paths use different forms.
- 05 Pay plan check and permit fees before permit issuance.
- 06 Complete required interdepartmental review, resolve corrections, and obtain permit issuance approvals.
- 07 Schedule and complete periodic inspections online and obtain the certificate of occupancy through OpenGov when complete.
