When a permit is required
Permit triggers and exempt work for Oxnard
Examples of work requiring a permit include reroofing over 40 square feet, water-heater replacement or relocation, room additions, larger attached patio covers, detached accessory structures over 120 square feet, retaining walls 3 feet or higher or lower walls with surcharge, deck work, and similar structural or utility-related work.
Note: Oxnard directs applicants to the City's 'When Building Permits Are Not Required' list, which is specific and narrow. Even where a permit is exempt, the work must still meet applicable standards.

- Plan submittal checklist
- Complete plans and calculations or equivalent project-specific documents
- Project drawings
- Required engineering or design documents from the relevant submittal requirements

- City Building Code 2025 and City code references to updated California Building and Residential Code standards.
- Permit validity
- Plan check can expire after 180 days of dormancy. Permits expire 180 days after issuance if no inspection is requested, then reopen for 180 days after final inspection approval. Code Compliance permits expire after 30 days.
- Owner-builder
- The City requires explicit owner-builder acknowledgment. Owner-builders can be liable as the legal and financial permit holder and can face contractor and employment obligations.
- Contractor requirements
- California license and bonding requirements apply to contractors, and contractor license numbers must be listed on permits and contracts.

Application process
Typical processing: 95% of plan checks within 9 weeks; 2-4 weeks for express plan checks; fee approval in 1-2 weeks for residential and minor tenant improvements or 2-3 weeks for new commercial, industrial, and multifamily projects.
- 01 For many residential additions, meet with Planning first to confirm preliminary planning compliance.
- 02 Prepare and submit a complete package including the building permit application, plan submittal checklist, and plans.
- 03 For additions, provide 3 sets of full-size plans plus 2 sets of calculations and other supporting documents at 214 S. C. St. during open counter hours.
- 04 Staff screen the submittal for completeness and calculate the plan-check fee before plan review.
- 05 The City performs plan review, and final approval comes after required department signatures and fee settlement.
- 06 Once the permit is issued, schedule inspections through the permit system.
