When a permit is required
Permit triggers and exempt work for Yucaipa
Yucaipa enforces CBC section 105.1 through its adopted building code. A permit is generally required to construct, enlarge, alter, repair, move, demolish, or change occupancy of a building or structure, and to install, alter, repair, remove, convert, or replace regulated electrical, gas, mechanical, or plumbing systems.
- Exempt Small detached accessory structures not exceeding 120 square feet, where allowed by adopted CBC section 105.2
- Exempt Fences not over 6 feet high; block walls not over 4 feet high (local Yucaipa amendment)
- Exempt Retaining walls not over 4 feet measured from the bottom of the footing to the top of wall, unless supporting surcharge or impounding certain loads
- Exempt Water tanks supported directly on grade if not over 5,000 gallons and with the limited height-to-diameter ratio allowed by CBC section 105.2
- Exempt Sidewalks and driveways not more than 30 inches above adjacent grade and not over a basement or story below
- Exempt Painting, papering, tiling, carpeting, cabinets, counter tops, and similar finish work
- Exempt Temporary motion picture, theater, and stage sets
- Exempt Prefabricated above-ground swimming pools accessory to Group R-3 occupancies that are less than 18 inches deep and do not exceed 5,000 gallons (local Yucaipa amendment)
- Exempt Playground equipment for detached one- and two-family dwellings
- Exempt Certain window awnings supported by an exterior wall that do not project more than 54 inches and do not require additional support
- Exempt Decks not over 200 square feet, not more than 30 inches above grade at any point, not attached to a dwelling, and not serving the required exit door (local Yucaipa amendment)
Note: Exemptions come from adopted CBC section 105.2 as modified by Yucaipa Municipal Code section 15.04.015. Exemption from a building permit does not waive zoning, fire, floodplain, utility, septic, grading, HOA, or other agency requirements. Separate electrical, plumbing, mechanical, or fire permits may still be required even if the building work itself is otherwise exempt.

- Building code
- Yucaipa Municipal Code chapter 15.04 currently adopts the 2025 California Building Code, 2025 California Residential Code, 2025 California Fire Code, and related Title 24 codes, with local amendments. The city also adopts CBC Chapter 1, Division II scope/administration provisions and local amendments to permit exemptions, permit expiration, investigation fees, and reinspection fees.
- Permit validity
- Residential permits expire if work does not start within 365 days after issuance, or if more than 180 days pass between required inspections. Commercial permits expire if work does not start within 180 days after issuance, or if more than 180 days pass between required inspections. One written extension of up to 180 days may be granted for justifiable cause.
- Owner-builder
- Owner-builders must complete the city's Property Owner's Package for each permit, and if the owner does not appear personally, the city requires notarized signatures/authorization. Yucaipa states owner-builders may do the work themselves or hire appropriately licensed subcontractors, and subcontractors must be registered with the city and added to the online permit. The form also cites CSLB's principal-residence rule for owner-builder use.
- Contractor requirements
- Yucaipa's owner-builder package states California contractors must be licensed and bonded and list license numbers on permits and contracts. The city's licensed contractor attestation form states a contractor claiming workers' compensation exemption must have that status on file with CSLB and may only subcontract to California licensed contractors who provide license and insurance information to the city.
Application process
Typical processing: No general citywide processing time estimate was found for standard building permits. The city states its pre-reviewed ADU program is intended to expedite review, but it does not publish a standard turnaround SLA for general permits.
- 01 Create a free Yucaipa Permit Exchange account and choose "Apply" in the portal.
- 02 Search for the correct permit type, then complete the online application.
- 03 Upload one merged PDF of plan sheets plus required supporting attachments; Yucaipa's residential and commercial checklists call for title sheet, site plan, floor plans, MEP plans, elevations, code notes, structural items, and other project-specific attachments.
- 04 Pay the required permit and plan review fees. Under Yucaipa Municipal Code section 15.04.015, plan review fees are due when plans are submitted, and permit issuance fees follow the City Council fee schedule.
- 05 Respond to plan check comments and submit any deferred documents required before issuance, such as fire sprinkler plans, landscape plans, impact fee proof, grading sign-off, utility/sewer fee proof, and waste diversion items where applicable.
- 06 After approval and fee clearance, the city issues the permit through the portal.
- 07 Schedule inspections online through the portal or by calling the inspection request line at 909-797-2489 ext. 500. Do not cover work before required inspections.

Fee schedule
Yucaipa building permit fees
The fee schedule includes a credit card convenience fee at actual cost. The city states development impact fees are due before building permit issuance unless deferred under the city's deferral process, in which case fees are recalculated under the current schedule before certificate of occupancy.

- Inspection hours
- Building inspection hours are Monday to Friday, 8:30 a.m. to 12:00 p.m. and 1:00 p.m. to 4:00 p.m.. Fire Marshal inspections are Monday to Thursday, p.m. only.
