When a permit is required
Permit triggers and exempt work for Hesperia
The City states a building permit must be issued before construction or remodeling work begins. Public examples of permit-triggering work include additions or alterations to mechanical/plumbing/electrical systems, decks over 30 inches above grade, any deck with a roof cover, demolition, block walls over 3 feet, garage conversions, garages/carports, gazebos, patio covers/enclosures, reroofing over 25%, room additions, septic replacement, sewer hookups, foundations/floor slabs, storage sheds over 120 square feet, pools/spas 18 inches deep or deeper, and metal storage containers subject to conditions.
- Exempt On-site flat concrete work such as sidewalks or driveways does not require a permit (expressly stated by the City)
- Exempt Storage sheds at 120 square feet or less appear exempt by inference from the City's public list, which identifies permits for sheds over 120 square feet
- Exempt Decks 30 inches or less above surrounding grade without roof covers appear exempt by inference from the City's public list, which identifies permits for decks over 30 inches and for any deck with a roof cover
- Exempt Block walls 3 feet high or less above grade appear exempt by inference from the City's public list, which identifies permits for block walls over 3 feet
- Exempt Pools or spas less than 18 inches deep appear exempt by inference from the City's public list, which identifies permits for pools/spas 18 inches deep or deeper
- Exempt Re-roofing of 25% or less appears exempt by inference from the City's public list, which identifies permits for reroofing over 25%
Note: The City's public examples are not a complete exemption code. The City also enforces the adopted California Building Standards Code, and state code exemptions do not authorize work that violates zoning, setback, drainage, easement, fire, accessibility, or other legal requirements. Verify borderline cases with Building & Safety before starting work.
- At minimum, the City's permit process page requires information on who will do the work, project scope, location, and work plan. Depending on scope, sketches, drawings, plans, and related documents are required. - Building code
- Current City materials are inconsistent on the public webpage. The Building Codes page still says the code became effective January 1, 2023, but it lists 2025 code books. A newer City staff report dated November 18, 2025 states Ordinance No. 2025-08 adopts the 2025 California Building Standards Codes, effective January 1, 2026. As of March 21, 2026, the best current reading is that Hesperia is operating under the 2025 California code cycle plus local amendments.
- Permit validity
- The City fee schedule includes fees to extend a building permit application, renew an expired building permit application, and renew a permit after expiration. The public permit pages reviewed do not restate the lapse periods, so applicants should verify current expiration rules with Building & Safety when the permit is issued.
- Owner-builder
- The City states only the property owner, the owner's licensed contractor, or an authorized agent may obtain a building permit. This indicates owner-builder pulls are allowed for owners, subject to City/state requirements.
- Contractor requirements
- The City requires permits to be obtained by the owner, licensed contractor, or authorized agent. The permit worksheet asks for California contractor license class/number/expiration and City business license information. For SolarAPP+, the City expressly requires both a valid California State Contractors License and a City of Hesperia business license.
Application process
Typical processing: The City says "most permit applications are processed quickly" but does not publish a general turnaround time on the core permit process page. For SolarAPP+, the City states the Hesperia-issued permit is provided within 2 business days after SolarAPP+ approval.
- 01 Start with Building & Safety to confirm project requirements and whether other departments/agencies must review the job. The City directs applicants to visit the division at 9700 Seventh Avenue for consultation.
- 02 Complete the City building permit worksheet/application and assemble project details, including who will do the work, scope, project location, and work plan. Depending on scope, sketches, drawings, plans, and related documents must also be submitted.
- 03 Submit the application to the Building & Safety Division. The City's public pages show general permit intake through Building & Safety, and recent City permit bulletins/flyers show permit applications may be submitted at the counter and, for at least some permit types, by email to `building@hesperiaca.gov`.
- 04 Wait for City review. The Plans Examiner either approves the plans or issues corrections for resubmittal. The review cycle continues until plans are approved.
- 05 Pay applicable fees. The permit is issued once plans are approved by all applicable divisions/agencies and fees are paid.
- 06 Keep the approved plans and job card on site, then call for inspections at required stages. The City says inspections require 24-hour notice and are scheduled through the automated inspection line.
- 07 Obtain final inspection/sign-off. If final inspection is approved, the inspector signs off the permit and the City issues a Certificate of Occupancy if applicable.

Hesperia building permit fees
The fee schedule applies a 10% technology fee to all development applications and permits. SolarAPP+ payments also include a separate processing fee and the City lists an online SolarAPP+ credit-card service fee at the current Stripe rate.
