When a permit is required
Permit triggers and exempt work for Rancho Mirage
Rancho Mirage follows the California Building Standards Code. The city building code ordinance states permits and permit fees apply to buildings, structures, and regulated electrical, gas, mechanical, and plumbing systems or alterations requiring a permit under the code. - Exempt Work exempt under the California Building Code Section 105.2 generally remains exempt unless modified by local ordinance.
- Exempt Rancho Mirage's March 2025 checklist expressly states block walls over 30 inches in height require a separate permit. By implication, walls at or below that threshold may fall within the city's exempt-work treatment, but applicants should confirm with Building and Safety before relying on that inference.
- Exempt Small work items that are exempt under state code can still require permits if they involve regulated electrical, plumbing, mechanical, fire-safety, grading, zoning, HOA, or utility-release issues.
Note: The city requires separate permits for pools, spas, solar, and block walls over 30 inches in height. Planning approval is required before building submittal, and grading review is required for qualifying projects over 500 square feet. - Building code
- As of January 1, 2026, Rancho Mirage adopted the 2025 California Building Code, 2025 California Residential Code, and the 2025 California Energy, Historical Building, Existing Building, Green Building Standards, Mechanical, Plumbing, Electrical, Fire, and Wildland-Urban Interface codes through ordinances adopted December 18, 2025. - Permit validity
- For general building permits, work must start within 180 days after issuance and the permit becomes invalid if work is suspended or abandoned for 180 days; extensions may be granted in writing for up to 180 days each for justifiable cause. For residential occupancies, the city's adopted code provides 12 months to commence work. Sources: https://ecode360.com/RA4993/laws/LF2557815.pdf ; https://ecode360.com/RA4993/laws/LF2557812.pdf
- Owner-builder
- The city's current permit form requires the applicant to select an owner-builder basis for exemption from contractor licensing law, including owner-performed work not intended for sale, or owner contracting exclusively with licensed contractors, citing Business and Professions Code Sections 7031.5 and 7044. - Contractor requirements
- The permit form requires licensed contractor information, and the checklist says applicants should be prepared with proof of contractor license, current city business license, and proof of workers' compensation unless exempt. Application process
Application → plan check → issuance → inspection → final
- 01 Confirm any prerequisite approvals before building submittal. The city requires Planning approval on all plans before submittal to Building and Safety, and grading permit review by Public Works/Engineering for plans over 500 square feet. Commercial, industrial, condominium, apartment, food-service, septic, and public pool/spa projects may also need Fire or County Health approvals.
- 02 Complete the city building permit application and assemble the required plans and calculations. Rancho Mirage requires duplicate wet-signed plan sets and supporting calculations, plus an assessor set at submittal.
- 03 Submit the package to the Building and Safety Division. The checklist states plan submissions and permit issuance are handled during city business hours; the March 2025 checklist also directs inspection requests and questions to building@ranchomirageca.gov.
- 04 Pay applicable permit, plan check, and related fees. The fee estimate sheet says actual fees vary by submittal and that planning and engineering fees are separate.
- 05 Respond to plan-check comments if revisions are required. The city charges an hourly fee for additional plan review caused by changes, additions, or revisions.
- 06 After permit issuance, call or email for inspections as required by the approved scope, then obtain final approval before utility release/closeout.
- 07 Processing time estimate if available: No published standard turnaround was located in the official sources reviewed.

- Scheduling deadline
- Inspections are conducted Monday through Thursday only. The earlier city general information sheet says the office is open Monday through Friday, 8 AM to 5 PM. Construction work hours are generally 7 AM to 7 PM Monday through Saturday, with no construction on Sundays or listed holidays unless the Building Official grants written permission. Typical sequence: The city does not publish a universal sequence in the sources reviewed. Based on the approved scope, inspections typically follow standard phase progression such as foundation/slab, framing, rough trade inspections, and final. This sequence is an inference from standard California permit administration, not an express Rancho Mirage checklist.
