When a permit is required
Permit triggers and exempt work for Indio
Indio's FAQ states any building or structure that is erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted, or demolished requires a building permit before work starts, subject to limited exemptions.
- Exempt One-story detached accessory structures used as tool/storage sheds, playhouses, and similar uses not exceeding 120 square feet, if the work complies with City of Indio zoning regulations
- Exempt Fences and non-retaining masonry walls not over 2 feet high, measured from finished grade to the top of the wall
- Exempt Retaining walls not over 2 feet high, measured from finished grade to the top of the wall, unless supporting a surcharge or slope
Note: Indio's FAQ says there are exemptions but advises applicants to check with Building & Safety before starting work. Indio's 2025 local amendment to CBC Section 105.2 expressly keeps the 120-square-foot accessory-structure exemption only if zoning is met, and deletes certain standard CBC exemption items, so city exemptions may be narrower than the default state model code. Even exempt structures still must comply with zoning and setback rules.

- Building code
- Indio adopted the 2025 California Building Code, incorporating the 2024 International Building Code, with local amendments by Ordinance No. 1825 adopted November 19, 2025. Related California building standards codes also apply by state law and city adoption.
- Permit validity
- Indio's public permit pages do not publish a general building permit expiration rule. Indio does publish that temporary structure/use permits may not exceed 180 days unless extended by the Building Official, and temporary certificates of occupancy expire after 30 calendar days unless extended. Applicants should confirm standard permit expiration directly with Building & Safety.
- Owner-builder
- No standalone owner-builder guidance page was located. Public city materials state property owners must provide a notarized authorization letter if someone else will obtain permits for them. A city subcontractor form also indicates that for owner-builder permits, the owner is responsible for ensuring subcontractors sign the job card.
- Contractor requirements
- Contractors must provide proof of contractor license and current City of Indio business license, plus workers' compensation information. The city's business license page also states all contractors must have a current and valid Contractors State License Board license.
Application process
Typical processing: The city does not publish a standard building permit turnaround on its permit pages. For inspections, if the city cannot complete an inspection on the requested date, it says it will reschedule for the following workday.
- 01 Create or log into an account in the City of Indio CSS portal.
- 02 Start the building permit application online. As of January 2024, the city requires all permit applications to be submitted through CSS.
- 03 Upload plans and supporting documents. Indio states new construction requires plan submittal; if engineering is involved, plans should be prepared by a California licensed engineer or architect, and each plan sheet should bear the professional stamp and wet signature. The public Building & Safety page also states every building permit application must submit three copies of plans, except appliance installation or replacement permits.
- 04 If applying as a contractor, be prepared to provide proof of contractor license, current City of Indio business license, workers' compensation information, and a notarized authorization letter if an agent or employee will obtain permits for the business.
- 05 If applying as a property owner and someone other than the owner or contractor will obtain the permit, provide a notarized letter naming the authorized agent.
- 06 Monitor the application in CSS, respond to any correction comments, and pay fees when invoiced.
- 07 After permit issuance, keep approved plans on site and schedule inspections. For permits issued through CSS, inspection requests must be made through the portal; older permits may be scheduled by phone or email.

Indio building permit fees
The city accepts online Building & Safety fee payments. As of April 25, 2022, credit/debit card payments incur a 3.0% merchant service fee; e-check payments incur a flat $1.95 fee. The current fee schedule also notes a 3.64% technology fee on certain Planning, Engineering, Building & Safety, Special Event, and Fire fees.

- Inspection field hours are Monday through Friday, closed holidays. October through May: 7:00 a.m. to 4:00 p.m. June through September: 6:00 a.m. to 3:00 p.m.
Typical sequence: Request inspection when the permitted work is ready; inspector verifies work is being done according to approved plans and adopted codes; correct any deficiencies; request follow-up inspection as needed; final inspection is required before completion/occupancy. Smoke and carbon monoxide alarm retrofit compliance must be completed by the time final inspection is requested for applicable dwelling projects.
