When a permit is required
Permit triggers and exempt work for Jurupa Valley
A building permit is required before any person erects, re-erects, constructs, enlarges, alters, repairs, moves, improves, removes, converts, or demolishes any building or structure in the city. The code also specifically calls out retaining walls over 2 feet, fences over 3 feet, certain signs, and certain accessory structures in wildland-urban interface conditions. - Exempt One-story detached accessory structures used as tool/storage sheds, playhouses, and similar uses when floor area does not exceed 120 square feet
- Exempt Fences not over 3 feet high
- Exempt Retaining walls not over 2 feet high unless supporting surcharge/superimposed load or impounding certain liquids
- Exempt Water tanks on grade not exceeding 5,000 gallons and height/diameter ratio limits
- Exempt Sidewalks and driveways not more than 30 inches above adjacent grade, not over a story/basement below, and not part of an accessible route
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Temporary motion picture, television, and theater stage sets/scenery
- Exempt Above-ground prefabricated pools accessory to Group R-3 occupancy that are less than 24 inches deep and do not exceed 5,000 gallons
- Exempt Shade cloth structures for nursery/agricultural use, excluding service systems
- Exempt Swings and other playground equipment accessory to detached one- and two-family dwellings
- Exempt Certain window awnings in Group R-3 and U occupancies
- Exempt Nonfixed and movable fixtures, cases, racks, counters, and partitions not over 5 feet 9 inches high
- Exempt Residential decks not exceeding 200 square feet that are low to grade, detached, and not part of required egress/accessibility
- Exempt Minor electrical repair and maintenance, portable heating/ventilation/cooling equipment, certain minor gas/mechanical repairs, and certain plumbing leak/stoppage repairs
- Exempt Replacement of water-conserving plumbing fixtures in the same location as existing fixtures
Note: Exemptions do not authorize work in violation of code or other laws. All swimming pool barrier fencing requires a permit. Temporary electrical service is not exempt. Accessory structures are not exempt where noncombustible or ignition-resistant materials are required under the wildland-urban interface code. - At minimum, the city's application form asks for jobsite address
- APN, work description, valuation, applicant/owner contact details, owner-builder or contractor designation, contractor license number, and architect/engineer information if applicable. - Building code
- The city adopted the 2025 California Building Code and related 2025 California construction codes, with local amendments, through Title 8 of the Jurupa Valley Municipal Code. - Permit validity
- Applications or plan checks are deemed abandoned after 180 days unless pursued in good faith or a permit is issued; extensions of up to 90 days may be granted in writing. Issued permits expire if work does not start within 12 months or is suspended/abandoned for 12 months; written extensions of up to 180 days each may be granted before expiration. - Owner-builder
- The city uses a notarized Property Owner-Authorized Agent Form with an owner-builder notice stating permits are not required to be signed by owners unless they are personally performing their own work. The notice warns owner-builders about employer obligations and liability if they hire unlicensed labor. - Contractor requirements
