When a permit is required
Permit triggers and exempt work for Sanger
The Building Division states it reviews and permits commercial, residential, and industrial construction, alterations, and repairs. The City's exemption handout says that if a project is not on the exemption list, a permit is likely required.

- Exempt Water tanks supported directly on grade if capacity is not greater than 5,000 gallons and height-to-diameter/width ratio does not exceed 2:1
- Exempt Sidewalks and driveways not more than 30 inches above adjacent grade, not over a basement/story below, not part of an accessible route, and not within the public right-of-way
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops without a sink, and similar finish work
- Exempt Temporary motion picture, television, and theater stage sets and scenery
- Exempt Prefabricated swimming pools accessory to Group R-3 occupancies that are less than 24 inches deep, do not exceed 5,000 gallons, and are entirely above ground
- Exempt Shade cloth structures for nursery or agricultural purposes, excluding service systems
- Exempt Swings and other playground equipment accessory to detached one- and two-family dwellings
- Exempt Window awnings for Group R-3 and Group U occupancies that project no more than 54 inches and require no additional support
- Exempt Non-fixed and movable fixtures, cases, racks, counters, and partitions not over 5 feet 9 inches high
- Exempt Decks not exceeding 200 square feet, not more than 30 inches above grade, not attached to a dwelling, and not serving the required exit door
Note: The exemption sheet says separate plumbing, electrical, and mechanical permits may still be required for exempt items. It also tells applicants to verify setbacks, height, location, zoning, and accessibility impacts with Planning/Building as applicable.

- Building code
- A current City housing-element document says Sanger follows the 2022 California Building Code and has made no local amendments. Note: the City's 2021 fee schedule still references 2013 California Building Code tables for certain plan-check/inspection fee line items.
- Permit validity
- The City's extension request form allows a one-time 180-day extension under CBC/CRC Section 105.5 as amended. The form says applicants must request the extension before the 180-day expiration date, and if the permit exceeds 360 days from issuance or the last valid inspection, the permit must be started over and current fees/codes may apply.
- Owner-builder
- Sanger will not issue an owner-builder permit until the owner reads, initials, signs, and returns the acknowledgment package. The owner-builder packet says the owner is the legally and financially responsible party, must verify contractor licensing and workers' compensation where applicable, and for single-family structures cannot legally build for sale unless the statutory licensed-contractor conditions are met.
- Contractor requirements
- The permit application and online portal require contractor information. The online application states a contractor is required to submit the form and contractors with expired licenses are not eligible to submit. City owner-builder materials state contractors are required by law to be licensed and bonded in California and must list license numbers on permits and contracts.

- 01 Confirm the project is in Sanger city limits and determine whether the work is exempt; if it is not on the City's exemption list, a permit is likely required.
- 02 Complete the City of Sanger building permit application or owner-builder application, including project description, valuation, square footage, owner/applicant details, and contractor information if applicable.
- 03 Prepare uploads for the online submission. The iWorQ permit application requires a property match, contractor match, applicant information, project information, and file uploads. City forms and the Building Division page also point applicants to items such as plot plans, subcontractor lists, and scope-specific supporting forms.
- 04 Submit the permit request through the iWorQ Citizen Portal. The City states applications can be submitted online and permit status can be viewed there.
- 05 Respond to any City review comments or correction requests. The Building Division reviews and approves plans and issues permits; revisions/addenda for existing permits may be sent to `buildingdivision@ci.sanger.ca.us` or uploaded to the contractor portal.
- 06 After permit issuance, schedule inspections through the contractor portal. As of January 1, 2026, the City states inspection requests are accepted only through the online portal.
- 07 Keep approved plans and job cards on site for inspections and obtain final approval before closing out the project.
