When a permit is required
Permit triggers and exempt work for Fowler
Fowler states a building permit is required for any structure over 120 square feet, and for any structure attached to the home, such as patio covers, sheds, or room additions. The permit application also covers building, electrical, fence, mechanical, plumbing, and other permit types.
- Exempt Structures 120 square feet or smaller, if not attached to the home, are treated by the City's posted guidance as outside the stated local building permit trigger
- Exempt Interior remodels are identified by the Planning Commission page as generally excepted from Planning Commission review, but that is not the same as a building-permit exemption
Note: Fowler's public pages do not post a complete local exempt-work handout. Even where a project may be exempt from a building permit threshold, separate zoning, planning, encroachment, utility, fire, sewer, or state-code requirements may still apply. Attached structures still require permits even if small.
- completed building permit application
- appropriate plans
- and, per the forms page, all required documents, maps, and drawings. The permit form also requests project valuation, square footage, contractor information, and a detailed scope of work.
- Building code
- Fowler's extension form expressly cites Section 105.5 of the California Building Code and California Residential Code. The City pages reviewed do not clearly post the locally adopted edition number, so applicants should confirm the currently enforced Title 24 edition with the Building Official before filing.
- Permit validity
- the extension request form states applicants must request an extension before the 180-day expiration date. Fowler allows one one-time 180-day extension. If more than 360 days pass from permit issuance or the last valid inspection, the applicant must reapply under current fees and building codes.
- Owner-builder
- City forms show permits and extension requests may be submitted by the owner, contractor, or authorized agent, but the public pages reviewed do not post a separate owner-builder declaration or detailed owner-builder rule sheet.
- Contractor requirements
- the permit application requires contractor name, address, California contractor license number, and license expiration date. This indicates licensed contractor information is required when a contractor is used.
Application process
Typical processing: not posted on the City pages reviewed.
- 01 Confirm whether the project also needs planning review. The City notes that all new construction is generally subject to Planning Commission review except minor residential expansions and interior remodels, and the building permit form includes a planner review check.
- 02 Complete the City of Fowler building permit application, including applicant, owner, contractor, valuation, square footage, and description of work.
- 03 Submit the permit application and appropriate plans by email to development@ci.fowler.ca.us. The City's forms page also states that all required documents, maps, and drawings must be submitted with applications.
- 04 Respond to any City review comments and pay fees when requested. The permit form has fields for plan check, payment requested, special fees, and public works review, which indicates routing may vary by project.
- 05 After issuance, request inspections by emailing development@ci.fowler.ca.us or calling (559) 834-4832. Requests must be received by 4:00 p.m. for next-day inspection scheduling and are handled first-come, first-served.
- 06 If the permit is nearing expiration, submit the City's extension request before the 180-day expiration date. Fowler allows a one-time 180-day extension; after 360 days from issuance or last valid inspection, reapplication is required.
Typical processing time: not posted on the City pages reviewed.
