When a permit is required
Permit triggers and exempt work for Pittsburg
Pittsburg's Building Division manages plan submittal, review, issuance, and inspections for construction work, and the city's Engineering pages state that engineering permits are required for work in the right of way, grading, new structures, single-parcel or subdivision improvements, and concrete work. Under California contractor guidance, projects that require a building permit generally require appropriately licensed contractors unless a valid exemption applies.
- Exempt Public Pittsburg pages reviewed do not publish a standalone local "work exempt from permit" list.
- Exempt Because Pittsburg states it enforces the 2022 California Building Codes, common California code exemptions generally include ordinary finish work such as painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work.
- Exempt Small detached accessory structures and some fences, retaining walls, decks, pools, and similar residential improvements may also fall within California code exemption categories when they stay within the applicable code thresholds.

Even where a building permit is exempt, zoning, fire, engineering, right-of-way, sewer, water, accessibility, or other agency requirements may still apply.
- Public city materials show that required uploads commonly include construction plans, site plan, floor plan, elevations, mechanical/plumbing/electrical sheets as applicable, structural or truss calculations, Title 24 documents, smoke and carbon form, and outside-agency approvals when applicable. - Pittsburg public materials state a City of Pittsburg business license is required for all contractors and subcontractors working in the city before work starts and for the duration of the project. Published examples are project-specific: the ADU guide shows a permitting phase of about 2-8 months, and qualifying instant residential solar/ESS permits submitted through Symbium are stated as about 1-3 business days when not disqualified.
- 01 Check zoning and likely permit triggers first through the City's Zoning Information page and OpenCounter service, but treat that tool as guidance only because final determinations are made by City staff.
- 02 Create an Accela account at the permit center portal.
- 03 Start the application in Accela, choose the correct permit type, and upload required documents.
- 04 Pay required filing and review fees through Accela or at the permit counter.
- 05 Respond to plan-check comments and upload any revised materials requested by staff or outside agencies.
- 06 Obtain permit issuance only after all required city and outside-agency approvals are complete and all fees due before issuance are paid.
- 07 Schedule inspections through Accela as work progresses, then obtain final inspection approval before occupancy or use where required.

The FAQ states credit and debit card payments are accepted and processing fees may apply, while online check payments are accepted with no additional processing fee.
