The City also states it will accept plans based on the 2022 California Building Codes only through December 31, 2025, because the 2025 code cycle starts January 1, 2026.
Permit validity
The application form states an application is deemed abandoned 180 days after filing unless pursued in good faith or a permit is issued. For permits already issued, El Cerrito applies the 2022 California codes for permits filed after January 1, 2023; under the 2022 CBC permit-expiration rules, a permit remains valid if work is commenced within 12 months after issuance, and the City separately maintains extension/renewal fees.
Owner-builder
Owner-builders are allowed under California Business and Professions Code section 7044, but the City warns of significant insurance, tax, workers' compensation, and liability risks. Before permit issuance, owner-builders must complete the required declaration/property owner packet.
Contractor requirements
The application requires either a licensed contractor declaration or an owner-builder exemption statement. The contractor state license number, class, and expiration are required on the City form. The City also directs applicants to the CSLB.
