When a permit is required
Permit triggers and exempt work for Antioch
Antioch Building Services issues permits for construction regulated under state and local building laws. The city specifically directs applicants to apply for building permits through Civic Access and to use posted exemption guidance for limited exempt work.
- Exempt Retaining walls 3 feet or less in height
- Exempt Concrete flatwork or slabs on grade; the city notes most residential flatwork does not require a permit and applicants should confirm with the building department
- Exempt Landscape sprinkler systems
- Exempt Fence replacement up to 6 feet maximum in rear and side yards
- Exempt Fence replacement up to 3 feet maximum in front yards
Note: Antioch's published exemptions are examples, not a complete statewide exemption list. The city directs applicants to contact the Building Division with questions, and zoning, fire-rating, utility, or other code requirements may still apply.

Antioch's posted submittal requirements include a plot plan showing property dimensions, easements, existing and proposed structures, setbacks, drainage, sewer information, curb cuts, and trees to be removed. Commercial projects typically require stamped plans plus Title 24 documents, soils reports, structural calculations, and roof truss information as applicable.
- Building code
- Effective January 1, 2026, Antioch states it will enforce the California 2025 Building Codes.
- Owner-builder
- Antioch requires a Licensed Contractor / Owner-Builder Declaration. The city's Owner-Builder form states an owner-builder on single-family residential work cannot legally build with intent to offer the structure for sale unless the work is done by licensed subcontractors within the statutory limits or under contract with a licensed general building contractor.
- Contractor requirements
- Antioch's building permit application requires contractor information and CSLB license number. The city also links applicants to the Contractors State License Board, and its fee schedule applies a one-time contractor business license tax per $1,000 of valuation.
Application process
Typical processing: Antioch publishes up to 30 days for ADU plan review; no general building permit turnaround was posted on the main building permit pages reviewed.
- 01 Confirm project scope and submittal requirements with Antioch Building Services; the city posts general building submittal requirements and accepts many permit applications through Civic Access.
- 02 Create a Civic Access account, then apply online for available building permits. For permit types not available online, email the Building Permit Application, Licensed Contractor / Owner-Builder Declaration, and Waste Management Application to the Building Division.
- 03 Upload plans and supporting documents. Antioch's published requirements include a plot plan and project-specific plans; commercial work typically also requires stamped plans, Title 24 documents, calculations, and other supporting materials.
- 04 Pay fees once invoiced. Antioch's portal supports invoice payment online.
- 05 Respond to plan review comments, if any. Antioch publishes an up-to-30-day review target for ADU applications; I did not find a citywide processing time posted for all building permit types.
- 06 After approval and permit issuance, post the permit on site and schedule inspections through Civic Access or by phone.
