Permit triggers and exempt work for Scottsdale
A building permit is required for all construction within the City of Scottsdale.
Application process
Application → plan check → issuance → inspection → final
- 01 Submit permit application and plans electronically through Digital Plan Submittal system.
- 02 One Stop Shop reviews development process including plan submittals.
- 03 Address comments and resubmit plans if required.
- 04 Pay permit fees.
- 05 Obtain permit issuance.
- 06 Schedule and complete required inspections through appropriate portal.

Typical sequence: Inspections are required after permit issuance to confirm work complies with approved plans and city codes. Projects initiated after January 6, 2026 use Scottsdale SPUR portal; older projects remain in legacy eServices system.
