When a permit is required
Permit triggers and exempt work for Casper
Permits must be obtained before construction of a new building or addition, or the remodel, alteration, or repair of any existing structure within the City of Casper.
- Exempt Single-story unheated detached storage structures under 120 square feet (a free Fence/Shed permit is still required)
- Exempt Fences not exceeding 6 feet in height (a free Fence/Shed permit is still required)
- Exempt Retaining walls under 4 feet high (specific conditions apply)
- Exempt Flatwork (walkways, driveways) not exceeding 30 inches above grade
- Exempt Interior finishing work (painting, flooring, trim)
Note: Even for exempt structures, the free Fence/Shed permit must be obtained.
- Residential interior remodel: Basic plan with fundamental information
- Residential exterior addition or garage: Plot plan plus plans showing foundation design, room sizes, windows, and related details; soils report/engineered foundation plan for new construction; wall bracing plan

- Permit validity
- Permits remain valid for 180 days from issuance.
- Owner-builder
- Homeowners may obtain permits and work on their primary residence.
- Contractor requirements
- Contractors must hold a current City of Casper contractor license. Categories include General/Sub Contractors, Electrical Contractors, Plumbing/Mechanical/Individual Contractors, and Reciprocal Contractors. License renewal grace period ends March 31 of each year. Current Certificates of Insurance required for renewal.

- 01 Contact Planning/Zoning at (307) 235-8241 before submitting plans to confirm the project complies with City of Casper zoning regulations.
- 02 Register for an account on the CSS Portal.
- 03 Prepare required documents based on project type (residential interior remodel, residential exterior addition/garage, commercial, or specialized projects).
- 04 Submit permit application and all supporting documents through the CSS Portal or in person.
- 05 Staff reviews submission for code compliance.
- 06 Upon approval, permit is issued. The permit must be posted on-site before work begins.
- 07 Schedule required inspections through the CSS Portal or by phone during construction.
- 08 Pass all required inspections. Certificate of Occupancy issued after all final inspections are passed.
