Building permits are required for new construction, additions, structural alterations, demolition, change of occupancy, and placement of manufactured or modular homes within city limits. Accessory structures (garages, sheds) above a certain size also require permits.
- Exempt Small structures: Detached accessory structures below a specified square footage (commonly 200 sq ft in Wyoming municipalities) may be exempt from building permits. Confirm threshold with the Lander Building Department.

- Site plan showing property boundaries, setbacks, and structure location
- Construction drawings (floor plan, elevations, foundation plan)
- Water and sewer service documentation (city utility connection approval)
- Any required engineering (structural, if required by code or complexity)

- Building code
- The City of Lander has historically adopted the International Building Code (IBC) and may reference the International Residential Code (IRC). Specific edition adopted and any local amendments should be confirmed with the department.
- Owner-builder
