When a permit is required
Permit triggers and exempt work for Roslyn
Any owner, contractor, or authorized agent intending to erect, install, enlarge, alter, repair, demolish, or change the occupancy of a building requires a permit. Nearly all construction projects require at least a permit or design review.
- Exempt One-story detached accessory structures used as tool sheds, storage sheds, or playhouses where floor area does not exceed 120 square feet, not used as habitable space, containing no plumbing or mechanical systems

Application process
Typical processing: Up to 60 days for standard review. Historic district design review adds up to 60 additional days if exterior modifications are proposed.
- 01 Determine permit type and confirm requirements with Planning/Building at (509) 649-3105.
- 02 If property is within Roslyn National Historic District, contact Michelle Geiger at planner@ci.roslyn.wa.us before submitting for design review information.
- 03 Prepare construction documents meeting minimum plan requirements (site plan, floor plans, foundation plans, roof framing, elevations, cross sections).
- 04 Initiate application through ZipFlow portal at https://app.zipflow.com/jurisdiction_10955/inquiry.
- 05 For historic district properties: applications received by the 10th of the month are placed on current month's design review agenda (up to 60-day process).
- 06 Submit construction documents to the city.
- 07 Plan review conducted (standard processing up to 60 days).
- 08 Pay permit fees and obtain permit issuance.
- 09 Schedule inspections with Kittitas County CDS as work progresses.
