A zoning permit is required for activities including building a single-family house, erecting a sign, certain home occupations, and building a seawall or dock on Lake Anna. Building permits are required for work regulated by the Virginia Uniform Statewide Building Code. A permit is required for sheds over 256 square feet, and new dwellings require building permits plus erosion-control paperwork.

Agricultural structures used directly for an operating farm (exempt from USBC, but not from zoning regulations)

Permit validity
An application is deemed abandoned if not pursued within 6 months. A permit may be revoked if work does not commence within 6 months or is suspended or abandoned for 6 months. The building official may impose a 3-year completion limit for new detached single-family dwellings, additions, and residential accessory structures.
Owner-builder
Owners acting as general contractor must complete the Contractor License Exemption form citing Code of Virginia sections 54.1-1111 and 54.1-1101. The owner remains responsible for on-site work, and a responsible land disturber certificate is still required.
Contractor requirements
Applicants must provide proof of valid Virginia contractor licensure or a written contractor-license exemption statement. A Louisa County business license is also required unless the exemption form is used.
