When a permit is required
Permit triggers and exempt work for Stephens City
A Stephens City zoning permit is required for new construction, additions, accessory structures, interior alterations, pools, and similar work. The Frederick County building permit is then required for code-regulated work under the Virginia USBC.
Note: No separate Stephens City exempt-work list was found. Frederick County and the Virginia USBC control building-permit exemptions. The town may still require zoning review for work inside town limits even when a county building permit is not required. - 02 For building or construction work, obtain the town zoning permit first. The town requires a zoning permit before applying for a building permit with Frederick County.
- 03 Submit town zoning materials to the Town Office and finalize the application in person. The town states all permits and applications must be finalized at the Town Office to be valid.
- 04 After town zoning approval, submit the building-permit application and construction documents to Frederick County Inspections Department for code review and issuance.
- 05 After permit issuance, Frederick County performs building inspections; the town planner monitors zoning compliance and signs off on certificates of occupancy issued by Frederick County.

Town permits and applications must be finalized at the Town Office to be valid. Frederick County fees are due at issuance and accept cash, check, Visa, Mastercard, or Discover with a 2.25% credit-card surcharge.
